However, the funding for <br />separating the combined sewers is listed as the lowest <br />priority. The City of Roseville does not consider <br />this as an acceptable approach as long as Roseville <br />is requi red to provide funds to pay for the water <br />treatment of the combined St. Paul system. <br /> <br />3.
