<br />The City Council met on the above date with the following
<br />members present: Kehr, Franke, Johnson, Curley, and Demos.

<br />Kehr Moved, Franke Seconded, that the minutes of the Regular
<br />Meeting of May 24, 1982, be approved. Roll Call, Ayes:
<br />Kehr, Franke, Johnson, Curley, and Demos. Nays: None.

<br />MINUTES
<br />
<br />Johnson Moved, Kehr Seconded, that the minutes of the Special MINUTES
<br />Meeting of June 10, 1982, be approved. Roll Call, Ayes:
<br />Kehr, Franke, and Johnson. Nays: None. Abstain: Curley
<br />and Demos, because they were absent.
<br />
<br />Kehr Moved, Franke Seconded, that the Council join with the PROCLAMATION
<br />Mayor in proclaiming June 25 through July 4, 1982, as Rosefest
<br />'82 in the City of Roseville. Roll Call, Ayes: Kehr, Franke,
<br />Johnson, Curley, and Demos.

<br />B-1 Kehr Moved, Franke Seconded, that Mueller-Bies Funeral Home MUELLER-BIES
<br />request for special use permit at 2130 Dale be approved with
<br />the condition that the development be constructed in accordance
<br />with plans dated May 5, 1982 and June 2, 1982. Roll Call,
<br />Ayes: Kehr, Franke, Johnson, Curley, and Demos.

<br />B-2 Johnson Moved, Curley Seconded, that Resolution 7359 order- RESOLUTION 7359
<br />ing the improvement and authorizing the preparation of plans
<br />for Project P-82-7, Millwood Avenue, from Hamline to Pascal
<br />Avenues, be adopted. Roll Call, Ayes: Kehr, Franke, Johnson,
<br />Curley, and Demos. Nays: None.
<br />
<br />Kehr Moved, Franke Seconded, that Resolution 7360 ordering
<br />the improvement and authorizing the preparation of plans for
<br />Project UL-81-25, Avon Street, between County Road D and
<br />Brenner Avenue, be adopted. Roll Call, Ayes: Kehr, Franke,
<br />Johnson, Curley, and Demos. Nays: None.

<br />Kehr Moved, Franke Seconded, that the Handicapped Recreation
<br />Plan as recommended by the Central Park Foundation Board, be
<br />approved with the condition that the Foundation commit in
<br />writing to the following:
<br />
<br />HANDICAPPED
<br />RECREATION PLAN
<br />
<br />1) That a representative of the Foundation VISIt each property
<br />owner and prepare an individualized berming and landscaping
<br />plan for each lot.
<br />
<br />2) That an indication of size and species of landscaping material
<br />or dollar commitment which would indicate adequacy of resources
<br />for landscaping be provided.
<br />
<br />3) That the berms be built before the trail is completed.
<br />
<br />4) That sodding would be install ed on all steep slopes of the
<br />berms and seeding on remaining areas.
<br />
<br />5) That a fence be installed on an individual request if the berms
<br />do not produce acceptable results. Such request would have to
<br />be made within two years of completed construction.
