<br />CITY OF ROSEVILLE <br /> <br />Special Meeting of the City Council - October 13, 1982. <br /> <br />The City Council met on the above date with the following <br />members present: Johnson, Curley, Franke, Kehr, and Demos. <br /> <br />B-1 Franke Moved, Kehr Seconded, that the amendment to the <br />Comprehensive Plan, changing the following properties from <br />low-density residential to business be approved: <br /> <br />Parcel Code No. <br /> <br />79-00900-010-13 <br />79-00900-010-14 <br />and all of Fairview Hills, Blocks 1, 2, and 3 <br /> <br />Roll Call, Ayes: Johnson, Curley, Franke, Kehr, and Demos. <br />Nays: None. <br /> <br />B-2 Mayor Demos opened the hearing on the proposed Development and <br />Tax Increment Financing Plan. <br /> <br />Mr. Howard Dahlgren, City Planning Consultant, explained the <br />proposed plan. A number of questions were responded to by <br />the City. <br /> <br />TIle City Manager reiterated the position of the City in regard <br />to special assessments against properties fronting on Fulham <br />Street between TH 36 Service Road and Terminal Road. That <br />position being that special assessments on those properties <br />would not be payable until such time as the property is used <br />for nonresidential purposes. <br /> <br />The City Council received verbal and written communications in <br />favor and in opposition to the proposed plan. <br /> <br />Mayor Demos closed the hearing. <br /> <br />Johnson Moved, Curley Seconded, to adopt Resolution 7438 <br />Forming Development District, Two Tax Increment Financing <br />Districts, Adopting Development Progral'l and Tax Increment <br />Financing Plan, Declaring Public Purpose, Requesting <br />Certification of Original Assessed Value, Providing for <br />Filing, Administration, and Special Account. Roll Call, <br />Ayes: Johnson, Curley, Franke, Kehr, and Demos. Nays: None. <br /> <br />7:00 P.M. <br /> <br />COMPREHENSIVE <br />PLAN <br /> <br />DEVELOPMENT <br />AND TAX INCREMENT <br />FINANCING PLAN <br /> <br />RESOLUTION 7438 <br /> <br />I-I Franke Moved, Kehr Seconded, that the meeting be adj ourned ADJOURNMENT <br />at 7:35 p.m. Roll Call, Ayes: Johnson, Curley, Franke, . <br />Kehr, and Demos.
