<br />an agreement between the Minnesota Department of Transportation
<br />and the City of Roseville, ~lereby the State would act as the
<br />Ci ty' s agent for Federal monies, and authorizing the Mayor to
<br />sign the City agreement in behalf of the City of Roseville, be
