<br />MINUTES <br /> <br />PRIVATE MEETING OF THE CITY COUNCIL <br />NOVEMBER 24, 1986 <br />6:30 p.m. <br /> <br />This private meeting of the City Council was called to review <br />with the City Attorney potential litigation resulting from the <br />proposed Development Moratorium. <br /> <br />Council Members Present: Kehr, Matson, Cushman, and Johnson. <br /> <br />Also Present: Mayor Designate, Donn Wiski. <br /> <br />Mr. Andre reviewed the status of the proposed Development Moratorium <br />including the area to be included. <br /> <br />Mr. Bell, City Attorney, presented the legal opinion that by <br />including the Twin City Freight property in the Moratorium, the <br />City would be exposing itself to potential litigation. He also <br />discussed the proposed use of the Ruan property. <br /> <br />The Council agreed that the Twin City Freight property should be <br />excluded from the Moratorium area. They also concluded that the <br />Ruan property would be excluded from the Moratorium area but only <br />for the current Purchase Agreement signed before November 24, and <br />only for permitted uses within the B-4 Zoning District. <br /> <br />The meeting was adjourned. <br /> <br />\-) <br />'. hyjl.,to 'I 'L~.,(.'-'<-- <br />James F.
