<br />Matson moved, Rog seconded, that the City Manager be
<br />authorized to enter into a Development Agreement with
<br />Bradford Schools, and bring to the Council appropriate
<br />modifications with respect to the existing Tax Incre-
<br />ment District. Roll Call, Ayes: Johnson, Cushman,
<br />Matson, and Rog. Nays: None. Kehr did not vote
<br />because he was absent from the room.

<br />Cushman moved, Johnson seconded, that Ashland Oil/
<br />Rapid oil request for a variance to side yard setback
<br />requirements at 1925 Lexington Avenue be continued to
<br />the September 25, 1989, regular City Council meeting.
<br />Roll Call, Ayes: Johnson, Cushman, Matson, and Rog.
<br />Nays: None. Kehr did not vote because he was absent
<br />from the room.

<br />Cushman moved, Johnson seconded, that Ramsey County
<br />Public Works Department's request for a variance to
<br />City Code Section 201.020 (D), to allow construction
<br />activities between the hours of 10:00 p.m. and 7:00
<br />a.m. from August 28 to September 1, 1989, at the
<br />Ramsey County storage yard at 484 Larpenteur Avenue,
<br />be approved. Roll Call, Ayes: Johnson, Cushman, and
<br />Rog. Nays: None. Kehr and Matson did not vote
<br />because they were absent from the room.

<br />Johnson moved, Cushman seconded, that Valley Paving,
<br />Inc. request for variance to the hourly restrictions
<br />on construction activities to allow them to work on
<br />Snelling Avenue from County Road D to just north of
<br />County Road B-2 between 8:00 a.m. and 7:00 p.m. on
<br />Saturdays be approved. Roll Call, Ayes: Johnson,
<br />Cushman, and Rog. Nays: None. Abstain: Matson.
<br />Kehr did not vote because he was absent from the room.

<br />Johnson moved that Southward Amusements, Inc. request
<br />to operate a carnival in the parking lot of the
<br />Hamline Shopping Center from August 31 through
<br />September 4, 1989 be approved with conditions. Motion
<br />died for lack of a second.

<br />Matson moved, Cushman seconded, that Southward Amuse-
<br />ments, Inc. request to operate a carnival in the
<br />parking lot of the Hamline Shopping Center from August
<br />31 through September 4, 1989, be denied. Roll Call,
<br />Ayes: Cushman, Matson, and Rog. Nays: Johnson and
<br />Kehr.
