<br />ORGANIZATIONAL BUSINESS
<br />Thomas moved, Johnson seconded, that a City Council
<br />work session be established for Monday, November 25,
<br />beginning at 6:00 p.m. for the purpose of interviewing
<br />applicants for the Human Rights and Parks and Recrea-
<br />tion citizen Advisory Commissions. Roll Call, Ayes:
<br />Cushman, Thomas, Johnson, Maschka, and Rog. Nays:
<br />None.

<br />Thomas moved, Cushman seconded, that a special meeting
<br />of the city council be established for Tuesday,
<br />November 19, beginning at 7:45 p.m. at the Falcon
<br />Heights City Hall for the purpose of meeting jointly
<br />with the Falcon Heights City Council to receive the
<br />"study of Cooperative Opportunities." Roll Call Ayes:
<br />Cushman, Thomas, Johnson, Maschka, and Rog. Nays:
<br />None.

<br />Cushman moved, Maschka seconded, that the December 23,
<br />1991 regular meeting of the City Council be canceled.
<br />Roll Call, Ayes: Cushman, Thomas, Johnson, Maschka,
<br />and Rog. Nays: None.

<br />REPORTS AND RECOMMENDATIONS
<br />Maschka moved, Johnson seconded, that Resolution 8722,
<br />authorizing the City Manager to submit a grant appli-
<br />cation to the County of Ramsey for a 1992 SCORE Fund-
<br />ing Grant in the amount of $68,869.99 for use in
<br />Roseville's residential recycling program, be adopted.
<br />Roll Call, Ayes: Cushman, Thomas, Johnson, Maschka,
<br />and Rog. Nays: None.
<br />
<br />Cushman moved, Thomas seconded, that Resolution 8723,
<br />establishing a recycling fee of $1.40 per household
<br />per month, which shall be paid by all single family,
<br />duplex, triplex, fourplex, and town house unit proper-
<br />ties in the City of Roseville commencing January 1,
<br />1992, to be included in the City's quarterly utility
<br />statements, be adopted. Roll Call, Ayes: Cushman,
<br />Thomas, Johnson, Maschka, and Rog. Nays: None.

<br />Johnson moved, Maschka seconded, that Resolution 8724,
<br />accepting work completed under 1990 Contract F and
<br />authorizing final payment, be adopted. Roll Call,
<br />Ayes: Cushman, Thomas, Johnson, Maschka, and Rog.
<br />Nays: None.
