<br />The City Council met on the above date with the following
<br />members present: Maschka, Thomas, Cushman, Johnson, and Rog.
<br />Members absent: None.

<br />The Human Rights Commission/Bicentennial Celebration of the
<br />Bill of Rights Committee Essay Award winners were intro-
<br />duced. David Anderson, First Place ($50); Liz Martinson,
<br />Second Place ($35); and Emily Kuhnmuench, Third Place ($20);
<br />read their essays. Honorable Mention certificates were pre-
<br />sented to: Joe Dabe, Elizabeth Erickson, Debbie Fuller,
<br />Jessica Garbisch, Kim Klecker, Adam Kress, Jessica Middleton-
<br />Detzner, Kerry Sheehy, and David Wilke.

<br />A-I Thomas moved, Cushman seconded, that the minutes of MINUTES
<br />the regular meeting of November 25, 1991 be approved.

<br />Johnson moved, Thomas seconded, that the Consent CONSENT

<br />B-1 Johnson moved, Thomas seconded, that Michael Platt/ MICHAEL PLATT/

<br />ing Avenue North be continued to the regular City
<br />Council meeting of January 27, 1992. Roll Call, Ayes:

<br />B-2 Johnson moved, Thomas seconded, that Resolution 8727, RESOLUTION
<br />rescinding Resolution 8718, canceling a street light 8727
<br />feasibility report for Project UL-92-17, be adopted.
<br />Roll Call, Ayes: Maschka, Thomas, Cushman, Johnson,
<br />and Rog. Nays: None.

<br />B-3 Johnson moved, Thomas seconded, that the following EASEMENT
<br />Earnest Money Contract be approved and received, and 12-33-13
<br />staff be directed to record said easement at Ramsey
<br />County:
