<br />C-4 P. Johnson moved, Cushman seconded, that Roger Kolstad ROGER KOLSTAD
<br />(Professional, Inc. Realtors) request for withdrawal
<br />of rezoning, preliminary and final plat, and variances
<br />south of County Road C-2 and lying between Woodbridge
<br />and Rice street, be approved. Roll Call, Ayes:

<br />C-5 Maschka moved, P. Johnson seconded, that BCHPS Proper- BCHPS
<br />ties request for Special Use Permit for an automobile PROPERTIES
<br />rental agency at 2310 W. County Road D be approved with
<br />the condition that there be no storage of trailers on
<br />the site and that no more than seven (7) vehicles be
<br />stored on the site at any given time. Roll Call, Ayes:
<br />Maschka, P. Johnson, Thomas, and V. Johnson. Nays:
<br />None. Abstain: Cushman.

<br />ORGANIZATIONAL BUSINESS
<br />P. Johnson moved, Maschka seconded, that Todd Ander-
<br />son, 2796 Marion Street, Roseville, MN be appointed to
<br />the Parks and Recreation Commission for a three year
<br />term to fill the vacancy of the expired term of
<br />Maynard Kelsey, beginning April 1, 1992 through March
<br />31, 1995. Roll Call, Ayes: Maschka, P. Johnson, Cush-
<br />man, Thomas, and V. Johnson. Nays: None.

<br />REPORTS AND RECOMMENDATIONS
<br />Thomas moved, Cushman seconded, that Richard Simmons
<br />request for variance at 1831 w. County Road C be con-
<br />tinued to the regular City Council meeting of May 26,
<br />1992. Roll Call, Ayes: Maschka, P. Johnson, Cushman,
<br />Thomas, and V. Johnson. Nays: None.

<br />Cushman moved, P. Johnson seconded, that Firstar's
<br />request to modify interest rates on the Roseville Home
<br />Improvement Program by increasing the interest rate
<br />from 1 percent over prime to 2 percent over prime be
<br />referred to the May 18, 1992 Council work session.
<br />Roll Call, Ayes: Maschka, P. Johnson, Cushman, Thomas,
<br />and V. Johnson. Nays: None.

<br />Cushman moved, Maschka seconded, that authorization to
<br />enter into negotiations for the Glacier Park Company
<br />property at 2417 Cleveland Avenue North be approved.

<br />and V. Johnson. Nays: None.

<br />Maschka moved, P. Johnson seconded, that authorization
<br />to enter into a Development Agreement with Colonial
<br />Services and Management Corporation (CSM), regarding
<br />the Ruan site, be approved. Roll Call, Ayes: Maschka,
<br />P. Johnson, Cushman, Thomas, and V. Johnson. Nays:
<br />None.
