<br />Thomas moved, Maschka seconded, that the minutes of
<br />the regular meeting of October 12, 1992 be approved.

<br />Thomas moved, Maschka seconded, that a proclamation
<br />designating the week of November 8 through November
<br />14, 1992 as "Values Week" in the City of Roseville be
<br />adopted. Roll Call, Ayes: Maschka, P. Johnson,
<br />Thomas, and Cushman. Nays: None.

<br />Thomas moved, Maschka seconded, that Daniel and Eliza-
<br />beth Jeans request for a minor variance at 272 Roma,
<br />to construct a bedroom addition onto the front of
<br />their house with a 27 foot setback instead of the
<br />required 30 feet, be approved. Roll Call, Ayes:
<br />Maschka, P. Johnson, Thomas, and Cushman. Nays: None.

<br />Thomas moved, Maschka seconded, that the City Manager
<br />be authorized to release payment in the amount of
<br />$300,000 to the Ramsey County Library Board for the
<br />construction of a new facility, funds to be appro-
<br />priated from the TIF Construction Fund. Roll Call,
<br />Ayes: Maschka, P. Johnson, Thomas, and Cushman.
<br />Nays: None.

<br />Thomas moved, Maschka seconded, that Resolution 8856,
<br />receiving the Feasibility Report for City Project ST-
<br />92-27 be adopted, and scheduling a public hearing for
<br />November 23, 1992. Roll Call, Ayes: Maschka, P.
<br />Johnson, Thomas, and Cushman. Nays: None.

<br />Thomas moved, Maschka seconded, that the following

<br />staff be directed to record said easement at Ramsey
