<br />HEARINGS
<br />P. Johnson moved, Cushman seconded, that Fine Asso-
<br />ciate's request for Interim Use Permits at 1525 W.
<br />County Road C be denied based on the fact that the
<br />proposed gravel lot would be detrimental to area
<br />streets and storm water systems, and that there was no
<br />demonstrated need for the sign. Roll Call, Ayes: P.
<br />Johnson, Cushman, Thomas, and Maschka. Nays: v.
<br />Johnson.

<br />Thomas moved, Maschka seconded, that a temporary sign
<br />be approved as an Interim Use Permit at C and snelling
<br />for a period not to exceed twelve months, with the
<br />site to be specifically approved by staff. Roll Call,
<br />Ayes: Thomas and Maschka. Nays: P. Johnson, Cushman,
<br />and V. Johnson.

<br />ORGANIZATIONAL BUSINESS
<br />Cushman moved, Maschka seconded, that documents for
<br />civil Rights compliance be approved, and authorizing
<br />the Mayor to sign the documents on behalf of the city
<br />Council. Roll Call, Ayes: P. Johnson, Cushman,
<br />Thomas, Maschka, and V. Johnson. Nays: None.

<br />Maschka moved, P. Johnson seconded, that a Special
<br />City Council work session be established for November
<br />17 beginning at 7:30 a.m., Cedarholm Golf Course, 2323
<br />Hamline Avenue N., for the purpose of discussing the
<br />process for filling the anticipated City Council
<br />vacancy. Roll Call, Ayes: P. Johnson, Cushman,
<br />Thomas, Maschka, and V. Johnson. Nays: None.

<br />Thomas moved, P. Johnson seconded, that the Mayor
<br />and city Manager be authorized to draft a letter
<br />indicating a strong interest in continuing the dis-
<br />cussions with Falcon Heights on the possibility of
<br />merging or consolidating certain city operations in
<br />the mutual best interest of our communities. Roll
<br />Call, Ayes: P. Johnson, Cushman, Thomas, Maschka,
<br />and V. Johnson. Nays: None.

<br />8864, authorizing the City to enter into a cooperative 8864
<br />agreement with the Office of Drug Policy and violence
<br />Prevention for implementation of the Mayors' Commis-
<br />sion Against Drugs (MCAD) grant project, be adopted.
