DAVID BISHOP &. ASSOCIATES
1765 ST. MARYS STREET
FALCON HEIGHTS, MN 55113
612.644.9039

September 191 1995
DELIVERED BY TBLBCOPIBR

Mr. Karl Keel
Public Works Director
Roseville City Hall
2660 Civic Center Dri~e
Rosevl1le} MN 55113

Re: AmeDded Application for Pill Permit at Greenway site.
Dear Mr. Keel:

;
I
I
I
I
t;
I.

In follow up to our conversation today} Ro~evillQ Lutheran Church
requ~sts to amend its fill permit application filed in April 1995
for the Greenway space on Lexington between Ryan and Roselawn
Avenues. Last Spring RLC deferred its application at the request
Of our ne1ghbors and the City Council to see whether the church
could reduce the quaneity of fill eo be placed. RLC re&ponded by
working all gummer to find recipients for dirt generated from its
construction program. I am happy to report that this amended
application reduces the amount of fill to improve the Greenway site
manyfold.

Last Saturaay RLC volunteer; madQ the first step toward a large
scale cleanup of the Greenway. Removing the scrub brushl
undergrowth and suckers opened.~p the area dramaticallYI making it
a safer, cleaner part of the neighborhOOd.

The amended fill application describes how RLC will match the
elevation of adjaeent lot~ on the eastern third of the site and
'raise a low spot on the western third. Almost all of the trees on
the north and south sides of the lot and in the center valley will
remain. We will be working witn our landscape planner and eng1neer
on site on a tree-by tree oasis to preserve trees in the west fill
area, consistent with assuring corr.ct drainag~ and a safe contour.
Although a few trees still need to be removed, the resulting
project will have more trees per acre than the backyards of any of
its adjoining lots or Bruce Russell Park. RLC me~ers an~ rr1ends
are being urge~ &0 donace new trees for planting at the Greenway as
gifts or memorials.

I
