Nays: None. <br />  <br />H-1The City Council opened the continued public hearing and <br />Lake Ridge Parking Lot <br />received public comment. <br />Expansion Excavation <br />Permit <br />(PF3221) <br />Maschka moved, Mastel seconded, to approve the plans as <br />submitted for permits on June 12, 2000 and authorize the <br />issuance of an excavation permit subject to completion of the <br />items including 1) The two mature cottonwood trees on the west <br />side of the property will not be removed. 2) Cedar fence will <br />complete property lines of property owners (property adjacent to <br />Lake Ridge property only. 3) Noise buffers will be constructed <br />around roof mounted cooling and heating machines. 4) Will work <br />with each individual property owner to transplant appropriate <br />vegetation along borders. 5) Will construct an 8-foot fence vs 6 <br />foot, subject to review of the Planning Commission and final <br />consideration of the City Council. 6) Keep open communications <br />throughout the construction process with a commitment to a final <br />product that will meet the needs of Lake Ridge as well as the <br />beset interest of adjacent property owners. 7) Lake Ridge will <br />construct a 30 foot retaining wall (give or take 5 feet) in from Mr. <br />Tessmer?s property line. This will allow for approximately 300 <br />square feet of current vegetation to remain in place directly <br />between the Tessmer home and the Lake Ridge project. 8) Lake <br />Ridge will work with Mr. Tessmer upon completion of this portion <br />of the project to fill insignificant gaps in the natural border with <br />two additional spruce trees. 9) Lake Ridge will preserve the cedar <br />tree located in the North Eastern corner of the Tessmer property. <br />Lake Ridge will also preserve the spruce tree located in the North <br />Western corner of the Tessmer property. 10) All spruce trees are <br />to be a minimum of 8?in height with four to five additional spruce <br />trees planted adjacent to the Houle property. Also subject to <br />completion and review of the final landscape plans by staff; <br />approval by Grass Lake Water Management Organization; and <br />approval of the emergency access traffic plan within the new <br />parking lot configuration by the Fire Marshall. Roll Call, Ayes: Wiski, Mastel, <br />Extend Working Hours <br />Maschka and Kysylyczyn.
