<br />CC <br />ITYOUNCIL <br />City Council Minutes <br />Regular Meeting of January 22, 2001 <br />The City Council met on the above date with the following members present <br />6:30 p.m. <br />(voting order): Maschka, Goedeke, Mastel (absent after 10:50 p.m., Item I-3) <br />Roll Call <br />and Kysylyczyn. Absent: None. Note: One Council seat vacant. <br />A.Communications and Public Comment <br />A-1Kysylyczyn moved, Maschka seconded, to direct staff to issue a <br />proclamation recognizing the University of Minnesota Women?s <br />Intercollegiate Athletic Department and WCCO Radio?s Hometown <br />Days on February 9, 2001. Roll Call, Ayes: Maschka, Goedeke, <br />Mastel and Kysylyczyn. Nays: None. <br />A-2Mayor Kysylyczyn requested Ed Burrell, Acting City Manger to <br />review the purpose of the Local Development Corporation. <br />A-3Roseville Citizens Council for Fair and Open Government (RCC) <br />member Roger Toogood (spoke for 11 minutes): Need for healing on <br />the City Council <br />Mayor Kysylyczyn: RCC editorials from 1993 (spoke for 4 minutes.) <br />Toogood: Responded to Mayor?s comments. <br />The Chair ruled that Toogood was out of order and requested that <br />the record reflect that Mr. Toogood was given his due opportunity to <br />speak and after displaying an episode, which I consider disorderly <br />conduct, I sought to have him excused from the chamber. <br />Maschka moved, Goedeke seconded, to vacate the ruling, that Mr. <br />Toogood is displaying disorderly conduct, of the Chair and to let Mr. <br />Toogood speak. Roll Call, Ayes: Maschka, Goedeke, and Mastel. <br />Nays: Kysylyczyn. <br />Maschka requested that the record show that he does not feel that <br />he (Toogood) was displaying disorderly conduct.
