Nays: <br />Kysylyczyn. <br />G.Recognitions & Announcements <br />G-1Item G-1 followed Roll Call at the beginning of the meeting. <br />Citizens?and Police <br />Officers?Actions <br />The City Council awarded certificates of appreciation to citizens <br />Frank Edward Brown, Jacqueline DuBois and Nancy Marie <br />Petrun, who assisted in various and sometimes life-threatening <br />situations. The Council also recognized and awarded Officer Ann <br />O?Neill a Letter of Commendation; Officer Mark Ganley and <br />Officer Al Stefani Unit Citations; Officer Joe Spark a Letter of <br />Commendation; Officer Mark Schultz a Letter of Commendation; <br />Officer Tim Bauman a Letter of Commendation; Officer Joe <br />Higgins a Letter of Commendation; and Investigator Joe Guy a <br />Medal of Merit. <br />H.Hearings <br />H-1Goedeke moved, Klausing seconded, to approve the request of <br />Sunrise Assisted Living <br />the Sunrise Assisted Living to vacate a specific utility and <br />Vacation of Utility <br />drainage easement, and to accept the provision of new utility, <br />Easement <br />drainage, and pathway easements. Roll Call, Ayes: Maschka, <br />(PF3159) <br />Goedeke, Klausing, Mastel and Kysylyczyn. Nays: none. <br />I.Land Use <br />I-1Klausing moved, Goedeke seconded, to approve a temporary <br />Roseville Estates <br />seasonal RV parking permit for four (4) pads to be located in the <br />(PF3225) <br />southwest corner of the Mobile Home Park Site, subject to utility <br />and life safety Code compliance; with the seasonal 4-unit RV <br />permit to expire November 15, 2001 at which time the units will <br />be removed from the site or adhere to the requirements of a new <br />Planned Unit Development Zone. Roll Call, Ayes: Maschka, <br />Goedeke, Klausing, and Kysylyczyn. Nays: none. Abstain: Mastel <br />(Mastel lives there). <br />I-2Goedeke moved, Maschka seconded, to approve the five year <br />Ramsey County <br />interim use permit requested by the Ramsey County Department <br />Hazardous Waste <br />of Public Health to allow the operation of a satellite household <br />Interim Use Permit <br />hazard waste collection site in the 1700 block of Kent Street <br />(PF3302) <br />(located on County property adjacent (southwest) to the <br />Community Corrections facility), subject to the interim use permit <br />being reviewed administratively on an annual basis on the <br />anniversary date of the resolution granting the interim use permit, <br />with a staff report submitted to the Planning Commission and <br />City Council as needed. <br />Roll Call, Ayes: Maschka, Goedeke, Klausing, Mastel and <br />Kysylyczyn. Nays: none. <br />I-3Kysylyczyn moved, Klausing seconded, to waive the first reading <br />Ordinance 1250 <br />and adopt an ordinance amending Planned Unit Development <br />Border Foods/Taco Bell <br />Agreement #1199 for property located at 1101 Larpenteur <br />PUD Amendment <br />Avenue, allowing Taco Bell to increase the hours of operation for <br />(PF3290) <br />the drive-thru service only from 9:00 a.m. Friday to 2:00 a.m. <br />Saturday and 9:00 a.m. Saturday to 2:00 a.m. Sunday, <br />conditioned on annual (two year) review in December 2001 and <br />2002 by the City Council with appropriate action taken.
