Anne Jackson, P.E. of the Minnesota <br />Pollution Control Agency (MNPCA) spoke. Maschka inquired <br />  <br />about mercury emissions and the long-term effects of mercury <br />exposure. Goedeke asked about MNPCA regulations of <br />radioactive material. <br />Recess <br />The City Council recessed from 8:50 ?9:05 p.m. <br />Jackson, MNPCA, answered Maschka?s questions about location <br />of crematories, since ?89, near residential areas. Maschka then <br />asked about ambient background noise. <br />Public Input: <br />1. Chris Beardsley, 1754 Alameda Circle, opposing the proposed <br />crematory, presented 227 signatures on a petition, because of air <br />emissions, especially mercury, and because of property values, <br />and therefore proposed location in an industrial area or another <br />cemetery, perhaps to create a regional crematory. 2. Mr. <br />Peterson opposes, due to the unknowns associated with the <br />cremations. 3. Tom Tschida opposes, due to the emissions. 4. <br />Matthew Nelson, Roseville, opposes. 5. A resident of St. Paul <br />opposes due to property values. 6. Mr. Hirsh, Roseville, opposes <br />due to emission, especially radioactive emissions. 7. Pete Zeller, <br />1773 Alameda Street, opposes due to emissions. 8. Patrick <br />Hogan, Superintendent of Forest Lawn since 1991, commented <br />about the operating history of the Crematory at Forest Lawn. 9. <br />George Larsen, commented about a higher stack height. 10. <br />Carol Rust, 1826 Alameda Street, commented about state and <br />federal regulations of emissions. <br />Maschka moved, Mastel seconded, to deny the request by <br />Roselawn Cemetery for a conditional use permit to allow <br />construction of an 1,800 square foot crematory structure and <br />associated parking access improvement at 803 Larpenteur <br />Avenue and to review with legal counsel to prepare findings for <br />final action. <br />The Council discussed the motion and the City Attorney <br />commented. Maschka withdrew the motion. <br />There was discussion about staff gathering additional information <br />on certain issues brought forward during the public hearing. <br />Unanswered questions: 1. Plastics in artificial hips. 2. Radio- <br />active implants, such as those used in cancer treatment. 3. <br />Height of smokestacks. <br />Maschka moved, Kysylyczyn seconded, to continue consideration <br />of a resolution to approve the request by Roselawn Cemetery for <br />a conditional use permit to allow construction of an 1,800 square <br />foot crematory structure and associated parking access <br />improvement at 803 Larpenteur Avenue to the next regular <br />meeting of the City Council on August 13, 2001, based on legal <br />advice of City Attorney.
