On-Sale Wine and 3.2 Beer Licenses St. Paul Bagelry Maschka moved, Mastel seconded, to approve the On-Sale Wine 1702 Lexington Av License for Establishments with 75 seats or less and the 3.2 Beer License for St. Paul Bagelry for the year ending December 31, 2001. Currency Exchange Cash Station LLC 1745 Lexington Av Goedeke inquired about signage. Applicant indicated they would comply with landlord and City regulations. Goedeke also asked about the State of Minnesota background check. Applicant stated that he has complied with all Minnesota requirements. Maschka moved, Mastel seconded, by motion, to approve the request by Cash Station to operate a currency exchange business under the name MoneyExchange at 1745 Lexington Avenue. Roll Call, Ayes: Klausing, Mastel, Goedeke, Maschka and Kysylyczyn. Nays: none. I.Land Use I-1Mayor Kysylyczyn reviewed the history of this case. City Roselawn Cemetery Manager reviewed the three options outlined in the Staff Report. Crematorium City Attorney explained the details of the third option under 803 Larpenteur Av Minnesota law. (PF3315) Discussion ensued among the councilmembers about the three options. Goedeke expressed concern about the timeliness of an environmental study and the availability of good data. Maschka expressed concern about the cost of an environmental study and conclusiveness of an environmental study. Kysylyczyn moved, Klausing seconded and commented, to formally find that there is the potential for significant environmental effects from crematoria, and formally direct Roselawn Cemetery to conduct an environmental review consistent with the requirements of the Minnesota Environmental Quality Board concerning potential environmental and public health effects of crematoria emissions at the Roselawn Cemetery. Roll Call, Ayes: Klausing and Kysylyczyn. Nays: Mastel, Goedeke and Maschka. Motion failed. Maschka moved, Mastel seconded, to formally direct the City Attorney to prepare Draft Findings for review and consideration by the City Council on August 27, 2001, in light of the Council's possible denial of the Applicant's request for a conditional use permit.
