Roll Call, Ayes: <br />Maschka, Klausing, and Kysylyczyn. Nays: Goedeke. <br />  <br />Kysylyczyn commented about the purposes of the PUD. Klausing <br />  <br />asked about consistency between the current zoning and the current <br />uses. <br />General Concept <br />Maschka moved, Klausing seconded, to approve the General Concept <br />Development Plan <br />Development Plan that established design standards and <br />development parameters under which the Roseville Mobile Home <br />Park must develop or redevelop on the 9.1 acre parcel, located at <br />2599 Lexington Avenue. It is understood that the effective date of <br />such a planned unit development plan and ordinance will be after the <br />following: Submission of a final plan (Received: September 13, 2001); <br />final approval of the planned unit development agreement; second <br />reading of the ordinance and approval of the rezoning to the RPUD <br />zone; publication of the R-PUD ordinance; recording of the PUD <br />document with Ramsey County Recorder; and no new construction <br />may occur before the effective date of the ordinance, except as <br />approved by the Council. Klausing asked about the Council?s options. <br />Kathleen Agness <br />Kathleen Agness, applicant, spoke about her options. Goedeke <br />2256 Lexington Av <br />commented about conversion of residential property to commercial <br />uses, and about signage. Kysylyczyn commented about historical <br />  <br />precedent and asked about pruning. Bill Schorn, applicant, spoke <br />about the history of the property and future improvement of Highway <br />  <br />36. Residents spoke about their concerns but their support for an <br />interim use permit: Cindy Gardner, 2261 Lexington Avenue; Terry <br />  <br />Gardner of the same address; Roger Dunette, 1085 West Sherren; <br />Kathy Mueller, 2255 Lexington; and, Sally Goodroad, 1075 Sherren <br />Street. <br />  <br />Klausing moved, Goedeke seconded, that the City Council deny the <br />  <br />applicant?s request for a Comprehensive Plan Amendment from Low <br />Density Residential to Business and rezoning from Single Family <br />  <br />Residential, R-1, to Limited Business District, B-1, per findings in 7.2 <br />of the Project Report. Roll Call, Ayes: Maschka, Klausing, Goedeke <br />  <br />and Kysylyczyn.
