<br />CC <br />ITYOUNCIL <br />City Council Minutes <br />Regular Meeting of November 26, 2001 <br />The City Council met on the above date with the following members <br />6:34 p.m. <br />present (voting order): Maschka, Mastel, Goedeke, Klausing and <br />Roll Call <br />Kysylyczyn. Absent: none. <br />A.Communications and Public Comment <br />A-1Beets reported about the City?s responses to the concerns of Kris <br />Krengel, Chuck Nagel and Scott Brannon regarding various City <br />issues. <br />Based on audience input, Kysylyczyn, without objection, moved <br />Agenda Changes <br />F-6 to the top of the Agenda. And then serially, as each <br />respective item was concluded, Kysylyczyn, without objection, <br />moved forward agenda items in the following order: H-1, I-1, I-2, <br />and E-1. Following Item E-1, the Council followed the listed <br />agenda order of items. <br />F.Reports And Recommendations <br />F-6Schwartz reported on residents?complaints about RAHS student <br />Resolution 9954 <br />parking in adjacent neighborhoods, and their comments since <br />Prohibiting Parking <br />additional signs were erected on additional streets. Kysylyczyn <br />Sextant Ave and <br />asked about the cost of the no-parking signs. Goedeke <br />Sheldon Street <br />commented on the history of the student parking situation at <br />RAHS. Klausing asked about the behavior of the students <br />parking these cars. Mastel asked if the school could not <br />cooperate with the City in taking care of this problem. Kysylyczyn <br />expressed his disappointment with RAHS regarding their parking <br />operations. Goedeke commented on the difficulty of this issue. <br />Carol Camp, resident, spoke about the inappropriate parking of <br />cars in front of resident mailboxes and trash cans. Wes Lenten, <br />resident, spoke about litter left in neighborhoods by student <br />parkers, and jeopardy to children?s safety. Len Heller, resident, <br />spoke about the residential character of the affected <br />neighborhoods. Jen Petterson, resident, spoke about child safety <br />in the neighborhood. David Norgaard, resident, spoke about <br />increased traffic, and traffic violations, in the vicinity. Tom <br />Hughes, resident, spoke in favor of a long-term solution to the <br />student parking situation. Steve Burwell, resident, spoke about <br />the history of parking on Albert Street. <br />Maschka moved, Mastel seconded, to adopt a resolution <br />prohibiting parking during school hours on Sextant Avenue from <br />Hamline Avenue to Holton Street and on Sheldon Street from <br />Sextant Avenue to Brooks Avenue, and directing Staff to work <br />with the Roseville School Superintendent and Board about long- <br />term solutions. Roll Call, Ayes: Maschka, Mastel, Goedeke, <br />Klausing and Kysylyczyn. Nays: None. <br />H.Hearings <br />H-1Welsch overviewed this case. Kysylyczyn opened the public <br />James Robinson <br />hearing. Donna Dean, 2030 Irene Street, spoke about her <br />Minor Subdivision <br />concerns for Villa Park and degrading the pond through <br />425 McCarrons Bv <br />additional construction. Klausing asked how residential <br />(PF3354) <br />construction affected the pond. Maschka asked about soil <br />stability. Dick Lambert, resident, commented about the <br />inadequacy of City ordinances or City enforcement regarding silt <br />fences. Kysylyczyn commented on the purpose of this agenda <br /> <br />
