Nays: none. <br />D.Items Removed from Consent Agenda <br />E.Organizational Business <br />E-1Mayor Kysylyczyn administered the Oath of Office to the persons <br />Administration of Oath <br />the City Council appointed to the Human Rights Commission: <br />of Office Human Rights <br />Todd Anderson, Mark Chappin, Larry Voeller and Stephen Zorn. <br />Commissioners <br />E-2Beets explained this proposal to have Carl Neu provide goal <br />Professional Services <br />setting, strategic planning, and team-building services to the City <br />Agreement <br />Council. <br />Carl Neu <br />Klausing noted that Neu assisted the City in the Vista 2000 <br />process, and the fact that Vista 2000 went well spoke well of Mr. <br />Neu. Kysylyczyn indicated that he opposed a contract with Mr. <br />Neu for philosophical reasons relating to independence. <br />Goedeke commented on Mr. Neu?s background. <br />Kysylyczyn moved, Klausing seconded, to direct Beets to move <br />forward with the idea of establishing a strategic planning, <br />relationship-building workshop for the City Council and City <br />management team, date and speaker to be determined. Roll <br />Call, Ayes: Klausing and Kysylyczyn. Nays: Maschka, Goedeke <br />and Mastel. The motion failed. <br />Maschka spoke favorably about Mr. Neu?s work with the <br />Minnesota League and other credentials. <br />Maschka moved, Mastel seconded, to authorize the City <br />Manager to enter into a professional services agreement with Mr. <br />Neu to conduct Council Work Shops in February 2002, as the <br />Council?s and Mr. Neu?s schedule allow. All Council Members <br />commented. Roll Call, Ayes: Goedeke, Maschka, Klausing, and <br />Mastel. Nays: Kysylyczyn. <br />E-3Klausing moved, Kysylyczyn seconded, to schedule a joint work <br />Schedule Joint Work <br />session with the Lauderdale City Council on January 14, 2002 at <br />Session with City of <br />6:00 p.m. at Roseville City Hall for the purpose of hearing <br />Lauderdale <br />Mn/DOT present alternatives for the partial reconstruction of <br />January 14, 2002 <br />Trunk Highway 280. Roll Call, Ayes: Goedeke, Maschka, <br />Regarding TH 280 <br />Klausing, Mastel and Kysylyczyn. Nays: none. <br />E-4Beets acknowledged distribution of materials from Council <br />Distribution of Proposed <br />Member Elect Schroeder relating to next year?s City Council <br />2002 Meeting Schedule <br />meeting schedule, liaison appointments and Standing Rules of <br />Liaison Appointments <br />Procedure. Discussion ensued between Kysylyczyn and <br />Standing Rules of <br />Klausing. Goedeke commented upon the proposed Council <br />Procedure <br />schedule and two proposed recesses. Mastel questioned the <br />proposed Council schedule. City Council action was not <br />necessary on this agenda item. <br />F.Reports And Recommendations <br />F-1Burrell reported on the history of the TIF Districts recommended <br />Resolution 9966 <br />for early termination. With the termination of these TIF Districts, <br />Decertification of <br />he noted that approximately $840,000 of tax capacity is being <br />Tax Increment <br />released, thereby helping to reduce property taxes for Roseville <br />residents.
