<br />E. The Twin Lakes Business Park is the area generally described on the attached map <br />and by the property identification numbers shown in attachment A. <br /> <br />SECTION 2. Development Moratorium. The Roseville City Council hereby adopts a <br />development moratorium pursuant to M.S. 462.355, Sub. 4, on the receipt of and processing of <br />requests for rezoning, building permits (except as described in Section 1.B), conditional use <br />permits, variances and subdivision ofland within the Twin Lakes Master Plan area as identified <br />in the general description below and in the 2002 Comprehensive Guide Plan. <br /> <br />SECTION 3. Duration of Moratorium. The development moratorium shall commence on the <br />effective date ofthis ordinance and may continue for up to one year from the date of adoption <br />unless otherwise terminated or extended by action of the City Council. <br /> <br />SECTION 4. Exceptions. The development moratorium shall not apply to the Master <br />Developer's requests for applications, permits, and/or approvals consistent with the development <br />agreements(s) in effect at the date of the application. The development moratorium shall not <br />apply to permits for life safety, maintenance and repair (including exterior and on-site <br />modifications and improvements and access doors and docks, which do not extend the existing <br />basic building footprint), interim uses, signage, fencing, public infrastructure, streets, <br />streetscapes, utilities, public facilities, K-12 schools, and parks. The City's Comprehensive Guide <br />Plan, Official Controls, and Building Code Regulations shall continue to apply to these <br />exceptions. <br /> <br />SECTION 5. Enforcement. The City ofRoseville may enforce any provision ofthis ordinance <br />by mandamus, injunction, or any other appropriate civil remedy in any court of competent <br />jurisdiction. <br /> <br />SECTION 6. Separability. Every section, provision, or part of this ordinance is declared <br />separable from every other section, provision, or part of this ordinance. If any section, provision, <br />or part of this ordinance is adjudged to be invalid by a court of competent jurisdiction, such <br />judgment shall not invalidate any other section, provision, or part ofthis ordinance. <br /> <br />SECTION 7. Effective Date. This Ordinance shall be effective upon adoption and publication. <br /> <br />SECTION 8. Moratorium AllDlication. The development moratorium shall not apply to the <br />Master Developer requests for applications, permits and/or approvals consistent with the <br />development agreement(s) effective upon the application date. <br /> <br />2 <br />
