<br />CITY OF ROSEVILLE <br /> <br />ORDINANCE NO. <br /> <br />1023 <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF ROSEVILLE BY <br />DEFINING "DRY CLEANING SERVICE FACILITY" AND ALLOWING ON-SITE DRY <br />CLEANING BY MODERN DRY CLEANING PLANTS IN ALL BUSINESS ZONES <br />EXCEPT B-1 AND B-6. <br /> <br />The City Council of the City of Roseville does hereby <br /> <br />ordain: <br /> <br />1. <br /> <br />The City Code of the City of Roseville is amended by adding <br /> <br />new Section 5.175: <br /> <br />5.175. Dry Cleaning Service Facility. A facility for dry <br />cleaning clothing which: <br /> <br />1. Uses only the non-flammable dry cleaning solvent <br />perchloroethylene or similar non-flammable sol- <br />vents approved for use in dry cleaning plants by <br />the Federal Environmental Protection Agency; <br /> <br />2. Accomplishes all transfers of clothing from the <br />cleaning machines to the dryers by the "dry-to-dry <br />method," removing the majority of cleaning solvent <br />before moving clothes to dryers to minimize in- <br />plant cleaning solvent exposure; <br /> <br />3. Deodorizes the dryer exhaust by passing the exhaust <br />over a refrigerated coil or through a carbon <br />absorption unit before the exhaust is discharged <br />into the outside air. The exhaust so discharged, <br />containing no more than 100 parts per million of <br />the dry cleaning solvents; <br /> <br />4. Recycles all solvent removed from dryer exhaust; <br /> <br />5. Provides fresh make-up air of at least 500 cubic <br />feet per minute to each dry cleaning machine; and <br /> <br />6. Disposes of all dry cleaning process by-products <br />in conformity with Federal Environmental Protec- <br />tion Agency requirements. <br />
