(7J~jO~t/ /7hr 27 - /l1/11t/~ /,-1: /)(~,e ~...3 The Village Counoil of Roseville do ordain as follows: SECTION 1 The following words and phrases, as ueed in this ordinanoe, shall, for the purpose of this ordinance, have the m~anings respectivp.ly as- cribed to them in this section, except in those cases where the con- text clearly indicates a diff~rent meaning: PERSON: Every natural person, firm, partnership, association or corporation. CIGARETTE: Any roll for smoking made wholly or-i~~art of tobacco, the wrap or cover of which is made of paper or any other sub- stance or material except tobacco, irrespective of the size or shape, and-whether or not such tobacco is flavored, adulter- ated, or mixed with any other'i~"'1ngredient. CIGARETTE PAPER and CIGARETTE WRAPPER: Any paper or other substance or material, except tobacco, used as a wrapper or cover for a cigarette, as herein defined. SALE: Any transfer, conditional or otherwise, of title or possession. SALE AT RETAIL: All sales except those where the merchandise is sold for the purpose of resale by a person principally engaged in selling merchandise for resale. SECTION 2 No person shall sell or offer for sale at retail within the Village of Rosev1lle any cigarettes, cigarette paper or cigarette wrappers or in any manner represent or hold himself out as one who sells or offers for sale at retail any cigarettes, cigarette paper or cigarette wrappers without first having obtained a license to do so from the Council of said Village. SECTION :3 The annual license fee shall be $12.00 and the license shall ex- pire on the following July 1. For periods shorter than one year, the license fee shall be prorated upon a monthly basis.
