<br />O'~"dlf~e--'~' 1()6 031 <br /> <br />AN ORDINANCE ESTABLISHING A BOARD OF HEALTH PRESCRIBING THE POWERS <br />THEREOF; PRESCRIBING THE COMPENSATION OF ITS MEMBERS AND PROVIDING <br />PENALTIES FOR VIOLATION OF THIS ORDINANCE. <br />t::7~?~ Jt/Iy Zolb 19~~ m";'(/~ k,i:~IkI~~:/9 <br /> <br />The Village Council of Roseville do ordain as follows: <br /> <br />SECTION 1 , <br /> <br />There is hereby established a Board of Health which shall consist <br />of 3 members, appointed by the President of the Council and approved by <br />the Council who shall be residents of the Village and at least one of <br />whom shall be a physician. <br /> <br />SECTION 2 <br /> <br />The President shall designate one member of said Board, who shall <br />be a physician, as local health officer and executive of said Board. <br /> <br />/ <br /> <br />SECTION 3 <br /> <br />The first members of said Board shall be appointed by the President <br />upon the adoption of this ordinance and said appointees shall hold office <br />until the 3rd Tuesday in January of the following year and until their <br />successors are duly appointed and qualified. Thereafter, the President <br />shall make his appointment of said members of said Board to be effective <br />the 3rd Tuesday in January of each year and said appointees shall hold <br />office for a period of one year and until their successors are duly <br />appointed and qualified. <br /> <br />SECTION 4 <br /> <br />The local health officer shall receive the sum of $;?~;; <br />per month as compensation. The remaining members of said Board shall <br />not receive compensation. <br /> <br />SECTION 5 <br /> <br />The Board of Health shall have all of the powers of such Board <br />under the general laws of the State of Minnesota, and shall have the <br />power to regulate the burial of the dead, to define nuisances and <br />prevent or abate the same, to require the owner or occupant of any <br />grocery, seller tallow chandler shop, factory, tannery, stable, barn, <br />privy, sewer or other unwholesome or nauseous building or place, to <br />remove, abate or cleanse the same, to direct the location and management <br />of slaughterhouses and prevent the erection, use or occupation of the <br />same except as authorized, to prevent the bringing, depositing or <br />leaving within th.e Village of any putrid carcass orlother unwholesome <br />substance, to require the owner or occupants of l~ds to remove dead <br />animals, stagnant water or other unwholesome matter therefrom, to <br />provide for thedeaning of and removal of obstructions from any river, <br />stream, lake, slough or water course within the Village and to prevent <br />the obstruction or retarding of the flow of waters therein or the fol- <br />lowing of the same. <br />
