<br />CITY OF ROSEVILLE <br />ORDINANCE NO. 1063 <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />AN ORDINANCE AMENDING SECTION 8.190 OF THE CITY CODE OF THE <br />CITY OF ROSEVILLE REGARDING OUTSIDE DISPLAY OF MERCHANDISE. <br /> <br />The City Council of the City of Roseville, Minnesota, does <br /> <br />hereby ordain: <br /> <br />I. <br /> <br />Section 8.190, of the City Code of the City of Roseville is <br /> <br />hereby amended to read as follows: <br /> <br />8.190 <br /> <br />Enclosure of Certain Businesses Required. <br /> <br />(1) All business, storage, service, repair, processing, or <br />merchandising display shall be conducted wholly within <br />an enclosed building or behind a solid fence not less <br />than five (5) feet high except for the following uses <br />and in accordance with the conditions herein <br />specified. <br /> <br />(a) Off street parking and loading where permitted as <br />accessory uses. <br /> <br />(b) Display of automobiles and trucks where accessory <br />to authorized principal uses. <br /> <br />(2) Temporary outside display of merchandise up to eight <br />(8) days a year can be approved through a temporary <br />permit issued by the Chief Code Enforcement Officer in <br />any of the following business districts where retail <br />sales are allowed: B-2, B-3, B-4, and Shopping Center <br />Districts. <br /> <br />(3) The outside display of merchandise, except as covered <br />in Section 8.190 (1) and (2), is permitted by special <br />use permit. When considering any such special use <br />permit request the Planning Commission and City Council <br />shall consider the following criteria to determine the <br />impact of the proposed outside display on the site, <br />adjacent properties and the community as a whole: <br /> <br />1. The amount of outside sales area compared to the <br />amount of inside sales space. <br /> <br />2. Location of the outside sales area and the extent <br />it encroaches on required setbacks. <br />
