63 ORDINANCE NO. 126 AN ORDINaNCE AMENDING ORDINANCE NO. 100 ENTITLED: "An Ordinanoe Providing for All Matters Conoerning, Regulating, or Affeoting the CQnstnuotion, Alteration, Regulation, Repair and Inspeotion of all Buildings, Walks, Struotures Ereoted or to be Ereoted in the Village of Roseville for the Pro- tection of Property against Fire, and for the Purpose of Seouring Healthful, Safe and Sanitary Environment for the Oooupants of Buildings Used for Human Habitation or Otherwise; to Prohibit the Unlawful Use or Ocoupanoy of all Buildings, walls, or Struotures and Providing Penalties for the Violation Thereof," as amended. The Vi llage Counoil of Roseville Ordains: SECTION I That Ordinanoe No. 100 entitled: "An Ordinance Providing for All Matters Concerning, Regulating, or Affeoting the Construction, Alteration, Regulation, Repair and Inspeotion of all Buildings, Walks, Structures Erected or to be Erected in the Village of Roseville for the Protection of Property against Fire, and for the Purpose of Seouring Healthful, Safe and Sanitary Enviromnent for the Occupants of Buildings Used for Human Habita- tion or Otherwise; to Prohibit the Unlawful Use or Ocoupanoy of all Buildings, Wa lls, or Struotures and Providing Penalties for the Violation Thereof," as amended be amended by striking therefran Paragraph 4-4 and inserting in lieu thereof the following: 4-4. Masonry basement walls for buildings shall not be less than 12 ila.ches in thickness. SECTION 2 That said Ordinanoe No. 100 be further &mended by striking therefrom paragraph 4-5 and inserting in lieu thereof the following: 4-5. Except where a oement slab is used, every. dwelling house hereafter ereoted shall either have a basenent or an excavated spaoe under the entire first floor at least 3 feet in depth, or suoh building shall be elevated above the ground so that there will be a olear air spaoe of at least 2 teet between the top of the ground and the bottom of the floor joist. Suoh spaoe shall in all oases be en- olosed but' provided with ample ventilation and properly drained. SECTION 3 That said Ordinance No. 100 be further amended by striking therefrom paragraph 4-48 and inserting therein the following: 4-48. A minimum height of 8 feet will be required for the first floor, a minimum height of 7 feet will be required for a basement, and a minimum height of 7 feet 6 inches will be aoceptable on any: other floor level. SECTION 4 That said Ordinance No. 100 be further amended by striking therefrom paragraph 4-56 and inserting therein the following:
