94 ORDINANCE NO. 145 AN ORDINANCE REGULATING THE BUSINESS OF THE CONSTRUCTION AND DrSTAL1ATION OF CESS-roOLS, SEPTIC 'rMJKS AND DHAIN TILE-S TIT '.:'HE VILLAGE OF r..CSE'VIUJE, PROVIDING FOR THE LICENSING THEREOF Al'lV PROVI!:I:m FOR THE PENALTY FOR THE VIOLATION THEnECF. The Village Council of Roseville ordains: SECTION I. It shall be unlawful for any person, firm or corporation to engage in the businefif of constructing, and/or instrliling cess-pools, septic tanks, and crdn tiles C't ..1l;T place within the l::'rti. ts of Roseville without first. having obtained a license so to do as hereinaftp.r provioed. SECTION II. An~' person desiring to engage in the budness of constructing and/or in- t'talling cess-pools, septic t811ks or drain tiles wi thin t.he Village of Roseville shall mrtke his a:)plication in writing to the Village Council bJT filing said application Vii th the Village Clerk. The following infomation shall be set forth in the application: (a) The nane and place of residence of the applicant. (b) The eX2ct location of the premises at which the applicant proposes to carryon said business. (c) V/hether the applicant has ever been engaged in sa:.d business, and, if so, where and when. SECTION III. The applicant stall deposit with the Village Clerk at the time of the filin6 of his application, the sum of $25.00, which sum is hereby set as the license fee to engage in said business we the Village Clerk shall t.hereupon deliver to such applicant, R duplicate receipt therefor containing a statement of the purpose for wh~.eh such oeposit was made Dnd one of :"aic receipts shall be attached to and filed with s::l.id application. SECTION IV. Council shall direct such investigation of said application as it na:,r deem necessary to determine whether said appliccmt is qualified to engage :l.'1 :"aid bus- iness and shall thereafter consider the arplication and grant or deny the Selme. SECTION V. No such license shall be issued for the constructing and/or installing of cess-pools, septic tanks and drain tiles until the applicant shall obtain a policy of liability insurance in an insurance company anthorized to do business under the laws o!. the state of Minnesota in the sum of $5,000.00 in such form as to provice for the payment of any judgment obtained against the insured to the extent of the liability therein provided by any person injured by reason of any act of the licensee arising out of the operation of saio licensed business.
