This volumetric rate 'Would take the form of a percental increase to the normal total charge, such peroental inorease being adequate to provide a charge sufficient to provide sufficient monies tor the operation and. maintenance of the Village sanitary sever system in addition to meeting the total of sewer charges of all types imposed 'by the City of St. Paul. (B) Statements for total. sewer charges, incJ.uding City of St. Paul. sewer charges, for the preceding quarterly period shall 'be mailed te each customer on or before the 5th days of JanU8.1j", AprU, July, and October of each year. Such statements shall be due and payable t. the Village Treasury on or before the fifteenth (15th) day' of the month .following the quarterl;y period coTered by such statement. There shall be added to all statements, JlOt paid b;r the fi.t'teenth (15th) day of the month following the quarter1;y period covered by" such statement, a penalty charge of $1.00 per month tor each month or traction thereot said statement remains unpaid.
