<br />OBDnUNCE NO '2!::J.1 <br /> <br />AN ORDlNANCE ESTABLISHJl1G AN ADVISORY <br />LIQUOR COMMISSION OF THE VILLAGE OF <br />ROSEVILLE AND DEFINING ITS MEMBERSHIP, <br />POWERS AND DUTlES. <br /> <br />The Village Council of Roseville orCIains I <br /> <br />SECTION I <br /> <br />'l'here is hereby created and established an .MTisory Liquor Commission of the <br />Village of RosevUle. Said Commission shall consist of five members appoint- <br />ed by the Mayor and approved by ths Village CouncU as follows: One Blsmber <br />for the tem of ons year, two JIl.8JIlbers tor the term of two years, and two <br />umbers for the ten of three years. New members appointed atter the appoint- <br />ment of the or1ginaJ. comm1ssiol'Wlf members shall, except in the case of vacancy, <br />be appointed for a te1'JD. of three years. In C8.88 of any vacancy during the <br />term of oft'ice of any ot the members of the Cemaiseion, the Ma30r shall appoint <br />a new member to sene the remainder ot the term. Members of the Commission <br />shall serve without compensation. Immediately follOWing the appointment of <br />all members of the er1ginaJ. Co11llllission, the Commission shall meet and organize <br />themselves by electing such officers as may be necessary and may adopt such <br />rules ud regulations for the conduct of its work that may S8SIl llecess&r1 and <br />advisable within the prO'Visions of this Ordinance. One ot' the regulations <br />shall be tor a provision tor regular meetings of the Commissioll, three members <br />present at regular or speciaJ. meetings of the Commission shall constitute a <br />quom. Special meetings may be called by the Chairman of the Commission or <br />upon written request of at least three of its ._bers. <br /> <br />SECTION II <br /> <br />The Commission shall have the power to confer with the JIl8JI.ager of the liquor <br />stores and with any of the employees relative to the operation of the stores, <br />coIld i tions and services ot empl01Jl1ent including complaints and suggestions of <br />the manager and employees. It lD83 1nvestigate the conditions and cirCUJllStances <br />complained of or suggested by either the manager or employees, including the <br />matter of hours, wages aDd time of 8Dlployment, aDd may request the _nager and <br />employees to appear before the COJIIII1.ssion to discuss such mattere aril to hear <br />the statements and suggestions b)' such persCllls. The Commiesion may receive and <br />review applications ror oployment and 1nterview such applicants ana ascertain <br />their qualifications. It may receive and 1nvestigate complaints aga1nst <br />employees in the liquor stores ad mq also request the employees to appear <br />betore the Commission tor a _iscussion on such matters. The Commission mq <br />receive and examille the tiJllancial report as prepared by the bookkeeper end <br />accountant and make such additional invel1tigation to 8.8certain whether or not <br />the operation of tbe liquor store is carried on in a business like and efficient <br />manner. The Commission may also have one or more of its members present at the <br />time of the taking of inventor,y or spot checking of inventories in the stores. <br />'!be ColllD11ss10n. shall also consider 8I1111latters perta1Ding to the liquor store <br />operation which may be referred to it by the Village Council. The Commission <br />shall make a written rE!port te the Village Council on aD1 matters coming bet'ore <br />the Commission or reterred to it as set forth 1n this Ordinance and such report <br />shall contain a statement ot the subject matter, a briet statement of the work <br />of the Comsaion, its t1D.dillgs ad recoaendationl to the Council. <br />
