<br />ORDINANCE NO.eLl? / <br /> <br />AN ORDINANCE ADOPTING A REVISION AND CODIFICATION <br />OF ORDINANCES, TO BE KNOWN AS THE VILLAGE CODE OF <br />ROSEVILLE; PROVIDING FOR THE PRESERVATION OF CERTAIN <br />RIGHTS; PROVIDING FOR THE PUBLICATION OF THE VILLAGE <br />CODE OF ROSEVILLE; AND PROVIDING A PENALTY FOR THE <br />VIOLATION OF THE VILLAGE CODE OF ROSEVILLE <br /> <br />The Village Council of Roseville ordains: <br /> <br />1.010. Adoption of Code. This Ordinance, consisting of <br />Chapters 1 through 239, inclusive, is a codification and revision <br />of the ordinances (except as specified in Section 1.020 hereafter) <br />of the Village of Roseville and shall be and is hereby adopted as <br />a single, original and comprehensive ordinance to be known as <br />the Village Code of Roseville. <br /> <br />1.020. Repeal of Ordinances. Appendix A to the Village <br />Code of Roseville is a listing of all ordinances of the Village <br />from No. 1 through 281. All ordinances listed in Appendix A are <br />hereby repealed, except those ordinances noted in the righthand <br />column of Appendix A. The ordinances in the righthand column of <br />Appendix A, being special or limited in nature and application, <br />are continued in force, but not set forth in the Village Code. <br />The remainder of Appendix A constitutes a cross reference table <br />indicating where in the Village Code the material from the various <br />repealed ordinances may be found. <br /> <br />1.030. Preservation of Riqhts. The repeal of any ordinance <br />or portion thereof by the preceding section shall not affect or <br />impair any act done or right vested or accrued or any proceeding, <br />suit or prosecution had or commenced in any cause before such <br />repeal shall take effect, but every such act done, or right vested <br />or accrued, or proceeding, suit or prosecution had or commenced <br />shall remain in full force and effect to all intents and purposes <br />as if such ordinance or part thereof so repealed had remained in <br />force. No offense committed and no liability, penalty or for- <br />feiture either civilly or criminally incurred prior to the time <br />when any such ordinance or part thereof shall be repealed or <br />altered by the Village of Roseville shall be discharged or affected <br />by such repeal or alteratio; but prosecutions and suits for such <br />offenses, liabilities, penalties or forfeitures shall be instituted <br />and proceeded with in all respects as if such prior ordinance or <br />part thereof had not been repealed or altered. <br />
