<br />EXTRACT OF MINUTES OF MEETING OF THE <br /> <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the city <br />Council of the City of Roseville, County of Ramsey, Minnesota was duly <br />held on the 27th day of January, 1992, at 7:30 p.m. <br /> <br />The following members were present: P. Johnson, Thomas, Cushman, <br />Maschka, and V. Johnson, and the following were absent: None. <br /> <br />Member V. Johnson introduced the following resolution and moved its <br />adoption: <br /> <br />RESOLUTION NO. 8751 <br /> <br />CITY OF ROSEVILLE RESPONSE TO THE INITIAL FINDINGS OF <br />THE RAMSEY COUNTY LOCAL GOVERNMENT SERVICES STUDY COMMISSION <br />(RCLGSSC) <br /> <br />WHEREAS, the city of Roseville has received and reviewed the initial <br />findings of the Ramsey county Local Government Services Study Commis- <br />sion (RCLGSSC); and <br /> <br />WHEREAS, these findings show relatively small savings to the County <br />taxpayers as a whole; and <br /> <br />WHEREAS, the proposal shifts significant costs from the City of st. <br />Paul to the suburbs, and places approximately $748,000 of additional <br />cost on City of Roseville taxpayers, thereby increasing costs approxi- <br />mately $30 per year to the average individual homeowner; <br /> <br />WHEREAS, the proposal does not identify significant increases in the <br />level of services; and <br /> <br />WHEREAS, the proposal of the RCLGSSC does not factor into the analysis <br />the cost of transferring the programs, the loss of accountability to a <br />larger unit of government and the potential of higher long-term costs; <br /> <br />WHEREAS, the proposal of the RCLGSSC should not be designed to redis- <br />tribute cost sharing responsibilities within the County, as those <br />policies are currently set by the Legislature in programs such as <br />fiscal disparities, State income tax redistribution, and State sales <br />tax redistribution; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of <br />Roseville that the RCLGSSC be requested to seek ways of improving the <br />provision of local government services without transferring of costs <br />from one jurisdiction to another, and improving the degree of account- <br />ability in the mutual best interests of all residents of Ramsey <br />County, and particularly the city of Roseville. <br />
