<br />(b) "Massage Parlor" shall mean any room or rooms <br />wherein a person may receive a massage from a <br />person of the opposite sex for a fee. <br /> <br />(c) "Sanitary" shall mean free from the vegetative <br />cells of pathogenic-micro-organisms. <br /> <br />(d) "Adequate" or "approved" shall mean acceptable <br />to the Village Health Officer or his agents fol- <br />lowing his determination as to conformance with <br />public health practices and standards. <br /> <br />129.020. License for Ma ssaqe Parlor Establishment. <br /> <br />(a) No person shall engage in the business of operating <br />a massage parlor within the Village without first <br />haVing paid the required license fee and having <br />obtained the required license. <br /> <br />(b) The initial application for a license shall be made <br />by completing an application form provided by and <br />containing such information a s required by the <br />Village Manager. <br /> <br />(c) A separate license shall be obtained for each place <br />of business. <br /> <br />129.030. Granting, Denying and Rescinding of Licenses. <br /> <br />(a) Licenses may be granted only in the appropriate <br />zone to be determined by the Village Council and <br />laws and ordinances of the Village of Roseville. <br /> <br />(b) Licenses may be denied or rescinded if the premises <br />of the massage parlors do not meet the requirements <br />of the Village Council and of the building, safety <br />and sanitation regulations of the Village of Roseville <br />and State of Minnesota <br /> <br />(c) Licenses may be denied or rescinded if there is any <br />fraud or deception involved in the license applica- <br />tion. <br /> <br />(d) Licenses may be denied or rescinded if the applicant <br />or persons in hi s employ are not complying with or <br />have a history of violations of the laws and ordinances <br />tha t apply to health, safety or moral turpitude. <br />
