CITY OF ROSEVILLE ORDINANCE NO. 886 * * * * * * * * * * * AN ORDINANCE ADDING A NEW CHAPTER 36 PROVIDING FOR REVIEW OF PLANS FOR CONSTRUCTION IN ZONES OTHER THAN R-l AND R-2. The City Council of the City of Rosevi1le does hereby ordain: I. The City Code of the City of RoseviHe is hereby amended by adding a new Chapter 36, to read as foHows: 36. Review of Plans 36.010. Applicant for Building Permit to Provide Plans. At the time of application for a building permit involving exterior construction, the cost of which is estimated to be $10,000.00 or more, in aH zoning classifications except R-l and R-2, the applicant shaH submit detailed plans to the City Manager's designated representative concerning exterior lighting, signs, exterior construction material, exterior color, outside trash and refuse receptacles, screening and such other exterior factors as the City Manager's representative requests. 36.020. Approval of Plans Adjoining Residential Districts. Where the exterior construction is located on a parcel of land zoned other than R-l or R-2. and the parcel is immediately adjacent to or across a street from lands zoned R-l or R-2, such plans must be approved by the City Manager's representative before a building permit may be issued. In determining whether or not the plans shaH be approved, the foHowing criteria wiH be considered: (1) Minimization of any adverse impact on the use and enjoinment of the adjacent R-l or R-2 properties. (2) Minimization of adverse impact on the market value of the adjacent R-l or R-2 properties. 36.030. Review of Plans. Where the exterior construction is located on any parcel zoned other than R-l or R-2, except properties covered by Section 36.020, such plans shaH be reviewed by the City Manager's representative.
