<br />CITY OF ROSEVILLE <br />ORDINANCE NO. 899 <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />AN ORDINANCE ADDING SECTIONS 13.310 THROUGH 13.340, LIMITING <br />THE USE OF NEWSPAPER RECEPTACLES. <br /> <br />The City Council of the City of RosevilJe does hereby ordain: <br /> <br />I. <br /> <br />The City Code of the City of Roseville is hereby amended by repealing <br /> <br />Sections 13.310 through 13.240 and by adding new Sections 13.310 through <br /> <br />13.340, to read as follows: <br /> <br />13.310 Definition of Newspaper Receptacles. For the <br />purposes of this ordinance, a "newspaper receptacle" is any outside <br />device, whether tubular, box shaped, or otherwise, designed for and <br />used to receive newspapers, advertising flyers or similar printed <br />material, delivered by a carrier. Included in this definition are such <br />devices which may be attached to the sides of buildings, free standing <br />posts, mailbox posts, and other outside structures. <br /> <br />13.320. Newspaper Receptacles Limited. Newspaper recep- <br />tacles are prohibited in public rights-of-way except at the roadway <br />curb of each lot one newspaper receptacle may be attached to a rural <br />delivery mailbox post. On lots where no mailbox post is available or <br />where such placement is impractical, one newspaper receptacle may <br />be placed on a single post, provided that if there is a mailbox post on <br />the lot, the newspaper receptacle post shall be located within <br />eighteen (18) inches of the mailbox post. No placement of newspaper <br />receptacles shall be made without the prior written consent of the <br />owner or occupier of the property upon which it is to be located. <br /> <br />13.330 Color of Newspaper Receptacles. All newspaper <br />receptacles permitted by Section 13.320 shall be of a brown or tan <br />color or such other neutral color as approved, in writing, by the City <br />Public Works Director. Permitted newspaper receptacles shall not <br />display the name of a newspaper or other advertising message but <br />may display an identifying mark, not to exceed two (2) inches by two <br />(2) inches in size. <br /> <br />13.340. Effective Date. This limitation on the use of <br />newspaper receptacles applies to all receptacles placed after the <br />effective date of this ordinance. Those newspaper receptacles which <br />
