<br />ORDINANCE NO. <br /> <br />ST ATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF ROSEVILLE <br /> <br />( <br /> <br />AN ORDINANCE, INCLUDING ADDENDUM WITH EXHIBITS, GRANTING A <br />FRANCHISE TO GROUP W CABLE OF NORTH SUBURBS, INC., A MINNESOTA <br />CORPORA TION, TO OPERATE AND MAINTAIN A CABLE COMMUNICATION <br />SYSTEM IN THE CITY; SETTING FORTH CONDITIONS ACCOMPANYING THE <br />GRANT OF FRANCHISE; PROVIDING FOR REGULATION, AND USE OF THE <br />SYSTEM; AND PRESCRIBING PENAL TIES FOR THE VIOLATION OF ITS <br />PROVISIONS <br /> <br />The City Council of the City of Roseville ordains: <br /> <br />STATEMENT OF INTENT AND PURPOSE <br /> <br />The City intends, by the adoption of this Franchise, to bring about the <br /> <br />development of a Cable Communications System, and the continued operation of <br /> <br />it. Such a development can contribute signficantly to the communication needs <br /> <br />and desires of many. Further, the City may achieve better utilization and <br /> <br />improvement of public services with the development and operation of a Cable <br /> <br />Communications System. <br /> <br />Past studies, participated in by City, have led the way for organizing a <br /> <br />means of procuring and securing a Cable Communications System which, in the <br /> <br />judgment of the Council, is best suited t<? the City. This has resulted in the <br />preparation and adoption of this Franchise. <br /> <br />FINDINGS <br /> <br />l <br /> <br />In the review of the proposal and application of Group W Cable of the <br /> <br />North Suburbs, Inc., ("Grantee"), and as a result of the public hearings, the City <br /> <br />Council makes the following findings: <br /> <br />A.
