<br />( <br /> <br />CITY OF ROSEVILLE <br />ORDINANCE NO. 937 <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />AN ORDINANCE ADDING CHAPTER 74 TO THE CITY CODE OF THE <br />CITY OF ROSEVILLE ESTABLISEING A STORM WATER DRAINAGE UTILITY. <br /> <br />The City Council of the City of Roseville does hereby <br />ordain: <br /> <br />I. <br /> <br />The City Code of the City of Roseville is amended by adding <br /> <br />a new Chapter 74, to read as follows: <br /> <br />74. STORM WATER DRAINAGE UTILITY <br /> <br />(, <br /> <br />74.010. Storm Water Drainage Utility Established. The <br />municipal storm sewer system shall be operated as a public <br />utility pursuant to Minn. Stat. Section 444.075 from which <br />revenues will be derived subject to the provisions of this <br />Chapter and Minnesota statutes. The storm water drQinage <br />utility will be part of the public works department and under <br />the administration of the public works director. <br /> <br />74.020. Definitions. <br /> <br />(1) Residential equivalent factor, (REF) - One (1) REF <br />is defined as the ratlo of the average volume of <br />runoff generated by one (1) acre of a given land <br />use to the average volume of runoff generated by <br />one (1) acre of typical single family residential <br />land, during a standard one (1) year rainfall event. <br /> <br />74.030. Storm Water Drainage Fees. Storm water drainage <br />fees for parcels of land shall be determined by multiplying <br />the REF for a parcel's land use by the parcel's acreage and <br />then multiplying the resulting product by the storm water <br />drainage rate. The REF values for various land uses are as <br />follows: <br /> <br />CLASSIFICATION <br />1 <br /> <br />REF <br /> <br />0.25 <br /> <br />LAND USES <br /> <br />Cemeteries, golf courses <br /> <br />2 <br /> <br />Parks with parking facilities <br /> <br />0.75 <br /> <br />3 <br /> <br />Single family and duplex <br />residential <br /> <br />1.00 <br /> <br />( <br />'- <br /> <br />4 <br /> <br />Public and private schools, <br />community center <br /> <br />1.25 <br /> <br />5 <br /> <br />Multiple family residential, <br />churches and governmental <br />buildings <br /> <br />2.50 <br /> <br />~ <br />
