<br />EXTRACT OF MINUTES OF MEETING OF THE VILLAGE <br />COUNCIL OF ROSEVILLE, MINNESOTA. HELD ON <br />January 18, 1965 <br /> <br />* * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular <br />meeting of the Village Council of the Village of Roseville, Minnesota <br />was duly called and held at the Village Hall in said Village on <br />January 18, 1965, at 7:30 p.m. The following members were present: <br /> <br />Mayor Cedarholm, Trustees Curley, Goodrich, Grauel and Shields <br /> <br />and the following members were absent: None <br /> <br />Member Goodrich introduced the following resolution <br />and moved its adoption: <br /> <br />RESOLUTION NO. 1134 A <br /> <br />WHEREAS, the ad valorem property tax is at present <br />the only significant source of local government revenue; real and personal <br />property tax levies by local government are at all-time highs and will <br />continue to rise unless new sources of revenue are found for local <br />government; <br /> <br />WHEREAS, the excessive burden of the ad valorem property <br />tax in Minnesota could be significantly lessened if the levy made by the <br />state on the source were reduced or eliminated; <br /> <br />WHEIlliAS, the Village of Roseville and the League of <br />Minnesota Municipalities recognizes that the many complex factors must <br />be considered before the state property tax levy could be reduced or <br />eliminated. Among these are possible alternative methodS of financing <br />the state's bonded indebtedness, and financing the Teacher's Retirement <br />Sys tern ; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Village of <br />Rosevil1e, Minnesota, that the League of Minnesota Municipalities be supported <br />in urging that the legislature embark on a program of gradual withdrawal <br />of the state from the property tax field in the shortest possible time and <br />to the greatest extent possible consistent with the needs of proper financing <br />of state government. <br /> <br />The motion for the adoption of the foregoing resolution <br />was duly seconded by Member Curley, and upon a vote being taken thereon, <br />all members voted in favor of the same, and no one voted against the <br />resolution. <br /> <br />WHEREUPON, said reSOlution was declared duly passed <br /> <br />and adopted. <br />
