<br />ROSEVILLE PLANNING COMMISSION <br />MINUTES OF THE SPECIAL MEETING <br />AUGUST 16, 1961 <br /> <br />Chairman Membrez called the meeting to order at 881, p.m. Commissio'nera Bell, <br />Chestnut, Grauel, Membrez, Simerman, .Soike and Swanson were present. Planner <br />Dahlgren and Engineer SQutter were also present. <br /> <br />A special meeting was held to discuss the proposed building plan submitted by <br />Jubilee stores, Incorporated for property near the intersections of County Road B <br />and Snelling Avenue. Also under consideration was the proposal to affect dedica- <br />tion of land by the interested property owners for an east-west street. from <br />Jubilee Center to Hamline Avenue. <br /> <br />The following peopJa attended the meeting: Otis H. Godfrey, attorney for Elling <br />Birch Lake Nursezy, Inc.., Emil Walsh, president of steenberg Construction Company, <br />Clarence Hart, attorney for Jubilee stores, Inc., Lyman Foss 'Who represented the <br />Blumberg interest, A. F. Kocak, Assistant Manager of Rural Minnesota Division of <br />sta te Farm Mutual Insurance Company. ' <br /> <br />Clarence Hart presented a revised development plan for consideration which <br />dedicates a strip of land 50 feet wide along the northerly property line for street <br />purposes. He indicated that the revised plan complied with the suggestions made <br />by the Commission, and that it complies with all the building requirements. <br /> <br />Ottis Ho Godfrey advised that Elling Nursery does not object to Jubilee stores, <br />Incorporated building in the area. Jubilee stores has sufficient access to its <br />property by use of the service lane along Snelling Avenue. By extending Pascal <br />Avenue to the proposed ea8t~west road, additional access 'WOuld be provided~ <br /> <br />Mro Godfrey indicated that Elling Nursery has sufficient access to its property and <br />that dedication of land at the present time would be prohibited due to cost of the <br />~treet and the loss of property for farming purposes. He was opposed to the original <br />proposal for a straight street, but thought Elling Nurse~ would consider favorably <br />the alternate propoeal 'When they were ready to develop the land. <br /> <br />Lyman Foss 'Was recently employed by the Blumberg interest a few days 'before the <br />meeting and advised that he could not make a commitment until he studied the plan. <br /> <br />A. F. Kocek was agreeable to the east-west road and the dedication of a strip of <br />land 10 feet wide along the southerly property line for street pu~oses. He <br />I -- <br />expressed a desire to extend Pascal Avenue to the proposed east-west road. ' Blumberg <br />will have to join in the dedication of land in order to extend the east-west <br />street to Pascal Avenue. <br /> <br />The Planning Commission could not take action on the matter because Clarence Hart <br />inadvertently retained the revised development plan when he left the meeting. <br />Decision on the matter will be continued on August 22>> 1961 at 7goo p.m. <br /> <br />The meeting was called to order by Chairman Membrez on August 22, 1961 at 7gl0 p.m. <br />Bell, Grauelg. Membrez,l! Simennanij 80ike and Swanson were present. <br />
