Roseville Planning Commission

Minutes of September 5, 1962 Meeting

8:00 P.M. to 9:20 P.M.

Chairman Bell called the meeting to order. Commissioners Bell, Chestnut, Grauel,
Jonason and Soike were present. Planner Dahlgren was also present. Commissioners
Membrez and Swanson and Engineer Soutter were absent.

9-5-109 Application submitted by Gerald H. Larsen to subdivide Lot 11, Lake Johanna
Homes Plat near Lydia and Fairview Avenues. Mr. Larsen attended the meeting.

Soike Moved, Grauel Seconded, that we recommend to the Village Council that the
application submitted by Gerald H. Larsen to subdivide Lot 11, Lake Johanna Homes
Plat be approved subject to the dedication of the easterly 10 feet of said lot fronting
on Fairview Avenue for street purposes. Carried unanimously.

Commissioners reasons for approving the application in lieu of requiring Mr. Larsen
to file a preliminary plat of the property. 1) The proposed location of the lot is
logical inasmuch as there is a house constructed on either side of the lot in question.
2) The property could be purchased by the Village for park purposes over a long range
program if it is left as raw land. 3) Mildred Drive could be extended across the
property in the event storm sewers are constructed.

9-5-52 Western Slopes Addition located near Western and Judith Avenues. Raymond
Kroiss said that the house and buildings now located on the property would be destroyed.

The plat provides for McCubin Street and Terrace Drive to be dedicated as half streets.
Dahlgren advised that Messrs. Kline and Schrier, who are adjoining property owners, will
also submit preliminary plats for approval. These men have agreed to dedicate land to
make these streets full width. The Village has control over the property inasmuch as
the ordinance provides that building permits cannot be issued on lots fronting on half
streets.

Grauel Moved, Soike Seconded, that we recommend to the Village Council that the
preliminary plat of Western Slopes Addition be approved. Carried unanimously.

9-5-91 Road Study Committee. Chestnut advised the Committee has held one meeting thus
far and has another scheduled for September 17, 1962.

9-5-50 B 1 A District. Three possible changes to the proposed ordinance were considered:
1) Reduce the minimum lot sizes from five to three acre tracts of land. 2) Increase the
building heigth regulations. This could be allowed by special use permit. 3) Consider
the possibility of putting some of the conditional uses in the permitted use section of
the ordinance.

Bell preferred to vote on the subject when more of the Commission members were present
so the matter was tabled until the next meeting.
