<br />Minutes of the Roseville Planning Commission <br />Regular Meeting, January 6, 1965 <br />7:30 P.M. to 9:50 P.M. <br /> <br />Commissioners Anderson. Lund. Nelson. Sigford and Soike were present. Councilman <br />Grauel, Public Works Director Odland and Planner Dahlgren were also present. Soike <br />presided inasmuch as Chairman Nelson did not arrive at the meeting until after the <br />commissioners voted on the Sheehy rezoning. <br /> <br />File 240 - Cyril Sheehy's application to rezone property from R-l to R-2 and R-3 <br />on Dellwood Street just north of County Road C-2. <br /> <br />Fred Rahn represented Cyril Sheehy at the meeting. He furnished a soil boring report <br />indicating water levels between 4-1/2 to 9 feet below the surface of the ground. He <br />also furnished a letter from Advent Lutheran Church withdrawing its previous objections <br />to the rezoning and now supporting the application. <br /> <br />Kenneth E. Goserud. 2910 North Hamline AvenueD represented twenty adjoining property <br />owners opposed to the rezoning. Those who spoke in opposition were: George C. Bedman. <br />2940 N. Hamline Avenue; John Strobeck. 1297 W. County RoadC-2; Ronald V. Phippen. <br />2874 Huron; Al Hammond. 2954 North Hamline Avenue; and Howard R. Rogers v 287~ Dellwood <br />Avenue. <br /> <br />Lund moved, Sigford seconded. that the application for rezoning be denied. The <br />Commission had a tie vote (2 - 2). Anderson and Soike voting nay. The Commission <br />decided to furnish the Village Council with its deadlock decision inasmuch as the <br />application had been held by the Commission for a period of 60 days. <br /> <br />File 246 - Scott-Daniels Properties, Inc. application for a variance to the sign <br />ordinance at 2964 North Snelling Avenue. <br /> <br />John Daubney represented Scott-Daniels Properties, Inc. at the meeting. Daubney <br />stated that the style and design of the sign was drawn up by Congressv Inc. and that <br />the signs are leased to the franchise holders. The existing sign serving the Paul <br />Bunyan Motel will remain in place. <br /> <br />The application states that the sign is to be 34 feet in height and have a sign area <br />of 782 square feet. The ordinance allows a sign 2S feet in height with a sign area <br />of 100 square feet. The sign area was computed by multiplying the height by the <br />maximum width. (23 x 34' = 782 sq. feet). This is incorrect. The variance in sign <br />area is approximately 300 square feet. <br /> <br />Soike moved, Anderson seconded. that the Commission advise Mr. Daubney that the size <br />of the sign is not acceptable and that he should secure further information from <br />Congress v Inc. pertaining to erecting a smaller sign. Carried unanimously. <br /> <br />File 247 - Application by Terry E. Damsgard for approval of preliminary plat of <br />Damsgard Addition lying south of County Road B-2 and west of Western Avenue. <br /> <br />The proposed plat consists of 4 lots. three of which have frontages of 73.9 feet. <br />While these lots do not meet the front foot requirements they exceed the minimum <br />density requirements by 6,000 square feet. <br />
