<br />Meeting Roseville Planning Commission <br />Regular Meeting - March 3, 1965 - 7:30 P.M. <br /> <br />Members Present: Nelson, Membrez, Anderson, Linebarger, Soike, Lund. Also present: <br />Grauel, Trustee and Planning Consultant Dahlgren and Public Works Director Odland. <br /> <br />Anderson moved, Soike seconded, that minutes of the regular meeting of February 3, <br />1965, be approved as submitted. Carried by a unanimous vote. <br /> <br />File 251-65 - Request for rezoning from I-I to 1-2 and special use permit by Bruce <br />Motor Freight, Inc. Mr. R. J. Courtney, Terminal manager of Bruce Motor stated they <br />were preparing for an expansion of their operation and the fact that they are operating <br />in an unconforming use, they wanted the proper zoning 1-2 to apply on their property. <br />He further stated they had no definite plans as yet for the expansion. The consensus <br />of opinion was that a change in the zoning was proper but the approval of a special use <br />permit could not be considered at this time because plans of any kind were not submitted. <br />Mr. Courtney withdrew his request for a special use permit. It was finally moved by <br />Anderson, seconded by Soike to recommend the rezoning from 1-1 to 1-2 and that we accept <br />the withdrawal of the petitioners request for a special use permit at this time. Roll <br />Call, Ayes (5) - Nays (0), Abstention - (I), Nelson abstaining. <br /> <br />File 252-65 Rezoning request from R-l to R-3 from Roberts Construction Company. <br />Mr. Daubney, representing the petitioner, stated that four buildings with each 29 <br />I-bedroom unit is proposed to be constructed on this site. A proposed site develop- <br />ment plan was submitted but no application has been made to approve such a plan. <br />Actually the requested rezoning was the legal question but it is presumed that the <br />actual development would have to be preceded by either the submission of a planned <br />development proposal or a plat. A few residents attended the meeting and except one <br />who declared he was opposed to the rezoning, the others were not opposed. They inquired <br />about access, right-of-ways, etc. Mrs. Schosser, owner of property to the north, <br />expressed her desire not to extend Marion Street to South McCarrons Boulevard. <br />In his presentation and as the proposed plan showed, the petitioner agreed to dedicate <br />the east 30 feet of Galtier and also dedicate the west 30 feet of Marion Street in a <br />northerly direction to the end of his property. Planning Consultant Dahlgren reported <br />there was an error in the publication of legal notices resulting in the question as to <br />whether or not a new public hearing would have to be rescheduled. After due consider- <br />ation, Linebarger moved, seconded by Nelson that we recommend the rezoning request and <br />that we give notice to the Village Council of the error in the legal description so <br />that it can make a determination on this matter; the question being - should the <br />commission hold another Public Hearing with the correct legal description. Carried by <br />a unanimous vote. <br /> <br />File 253-65 - Western Oil Company special use permit, property at southwest corner of <br />Long Lake Road and County Road C. No one representing the Western Oil Company was <br />present to submit their plans, therefore, Nelson moved, seconded by Soike to continue <br />the hearing at the April 7th meeting. Carried by a unanimous vote. <br /> <br />File 254-65 - Stenger Preliminary Plat, 591 Transit Avenue. <br />Mr. Suchy, son-in-law of Stenger, presented this preliminary plat. At the east end of <br />Transit there is a T type turnaround. This kind of turnaround has never been very <br />satisfactory from the standpoint of maintaining the streets and it was suggested that <br />a regular cul-de-sac be considered. It was pointed out, also, that the lot frontage <br />was less than the minimum required in the ordinance but considering other lots of 75 <br />feet in the neighborhood, a variance could be favorably considered. After due consider- <br />ation Anderson moved, seconded by Soike that the preliminary plat be recommended on the <br />condition that the owner dedicate the north half for a 120 diameter cul-de-sac to replace <br />the T type turnaround at the east end of Transit Avenue. Roll Call, Ayes (5) - Nays (1), <br />Membrez voting nay. <br />
