<br />Regular Meeting - Roseville Planning Commission <br />Wednesday, January S, 1966 - 7:30 P.M. <br /> <br />Members Present: Jim Nelson Linebarger, Anderson, Carpenter, L. 'Nelson, Remsburg and <br />Membrez. Also present: Planner Dahlgren, Trustee Grauel and <br />Engineer Odland. <br /> <br />On motion by Remsburg, seconded by L. Nelson, the minutes of the regular December <br />meeting were approved as submitted by a unanimous vote. <br /> <br />File 305-65 - Rezoning and Special Use Permit requested by George Reiling of the property <br />on Lexington Avenue and County Road C-2 (SW corner). <br /> <br />Mr. Anderson, the proposed operator of a drive-in restaurant and Mr. Graebner, architect, <br />submitted very attractive plans for the consturction of a drive-in restaurant which they <br />claimed will cost $80,000, without the land. It was the consensus of opinion that if this <br />proposed restaurant is constructed exactly like the development plans indicated, it would <br />be an asset considering the fact that it could become a part of a shopping center if one <br />is ever proposed. Mr. Philip Hope, 1080 W. County Road C-2, submitted a petition signed <br />by approximately 50 residents in the area indicating they were opposed to the rezoning <br />and the granting of a special use permit. <br /> <br />After careful consideration, Linebarger moved, Anderson seconded, to recommend that the <br />property legally described on the petition be rezoned from S.C. to B-3 and that a Special <br />Use Permit be granted, on the conditions that the construction of this proposed develop- <br />ment be completed exactly according to the plans submitted. Roll Call, unanimous. <br /> <br />File 306-65 - Request by Keller Corporation of parking variance and setback variance on <br />property at the Southwest corner of Hamline and County Road B. <br /> <br />The petitioner presented a very unusual plan for the construction of a circular office <br />building. All the members of the Planning Commission were well impressed with this <br />proposal and the variances requested didn't seem unreasonable. There were a few residents <br />present inquiring about the proposed fence. A Mr. Crawford, 1365 Burke, was first opposed <br />to granting tile variances but later withdrew his objections. Membrez moved, Anderson <br />seconded to recommend the granting of both variances on the condition that a fence 75% <br />opaque and 6 feet in height be constructed along the west line of the property plus approxi- <br />mately 25 feet in an easterly direction from the southwest corner of the lot, the balance <br />on the south side to be at least 4 feet in height. Roll Call, unanimous. <br /> <br />File 300-65 - Gluek Brewing request for rezoning from R-l to R-3 was withdrawn by the <br />petitioner and was so voted in the records. <br /> <br />File 271-65 - Ferdinand Bucher - Special use permit and approval of a preliminary plat. <br />The petitioner, Bucher, appeared and requested to lay the matter over to the next regular <br />meeting. It was so voted and it will be placed on the agenda for the February 2nd <br />meeting. <br /> <br />File 301-65 - Division of a lot at 2619 North Avon requested by Fran Husnik. <br /> <br />After due consideration of this request L. Nelson moved, Remsburg seconded, to grant the <br />division of one lot into two lots on the southwest corner of Avon and County Road C. <br />Roll Call, unanimous. The abutting property owner to the west was concerned about <br />drainage and also an easement. He was informed that it was a matter of the two property <br />owners to resolve, the drainage will be checked by the building inspector prior to issuing <br />a building permit. <br />
