Roseville Planning Commission Special Meeting
Wednesday, January 26, 1966 . 7:30 P.M.

Members present: Jim Nelson, Linebarger, Anderson, Remsburg, Carpenter, L. Nelson
and Membrez. Also present: Grauel, Trustee and Odland, Engineer.

This special meeting was called to give officials of the State Highway Department
an opportunity to present their proposed plans of Highway 36 and Highway 35W to
the members of the Planning Commission and the property owners residing on Highway 36,
Fulham Street and St. Croix Street. These owners attending this meeting are listed and
the list is in the file of the village office. One of the main objections was the
additional truck traffic which is already a nuisance now. The majority compalined that
the Highway Department did a poor job in designing these highways as they are now
travelled. It was also stated that some additional right.of.ways will be required
as much as 120 feet at the extreme east and gradually narrowing down to 20 feet in a
westerly direction toward Fulham Street. Mr. McCubrey of the State Highway Department
made notes of these objections and promised to do everything possible to solve the
problems mentioned by the residents. No final action was taken on this, at this meeting,
by the Planning Commission.

The matter of acquiring the golf course on Hamline Avenue and County Road B.2 was also
taken up. The report of Howard Dahlgren, Planning Consultant, was handed out to each
member of the Commission. Varied opinions were expressed by each member. There was
some concern about the highest and best use of the land, the loss of revenue from real
estate taxes, how efficient will the municipality run the golf course, the advantage of
buying now with 50% Federal Aid, if the golf course cannot sustain itself sufficiently
enough to pay the cost of it out of Revenue Funds, the land could be sold any time later
to a private developer at a good profit. It was finally moved by Linebarger, seconded
by Anderson to recommend to acquire the golf course and pay for it out of Revenue Bonds.
Roll Call, Ayes (3) Linebarger, Anderson and Membrez, Nays (4) Carpenter, L. Nelson,
Jim Nelson and Remsburg. The motion was defeated.

There being no further business the meeting was adjourned.

Respectfully submitted,

George A. Membrez, Secretary.
