<br />Special Meeting Roseville Planning Commission <br />Wednesday, March 16, 1966 <br />7:00 P.M. <br /> <br />Members present: Jim Nelson, Remsburg~ Linebarger, Anderson, Carpenter, Membrez. <br />Also present: Dahlgren, planning consultant and Ernest Kluegel, building inspector. <br />The contractors present were: Jim Borden, Warren Brennan, the two Garley brothers, <br />Mr. Foss, Tom Willmus, Don Roberts, Tom Mannsted, Warren Swanson, Fred Odell, <br />Jim Zachman and Jean and E. Parranto. <br /> <br />Mr. Dahlgren outlined some of the changes being considered to the existing R-3 <br />classification. The general objective is to upgrade the construction of <br />apartment buildings. It would mean the revision of existing zones and criteria <br />to handle principally three questions: <br /> <br />1) Should higher standards be prescribed to encourage better quality <br />construction and better site planning? <br /> <br />2) Should specific multiple zones be designed for use of marginal properties <br />wherein smaller scale multiples may be appropriate? <br /> <br />3) Should provisions be made to encourage "high-rise" type of construction <br />where appropriate? <br /> <br />The existing zones R-l,'R~2 and R=3 could be expanded to R-4, R-S, R-6 and R-7 <br />as outlined in the Midwest Planning & Research memorandum. It also proposes <br />changes in off-street parking, garage structures, screening of par~ing space, <br />fireproof construction requirement, structural, electrical and mechanical require- <br />ments, and sound deadening. As a whole the contractors favored some of the proposed <br />changes. Some of them were opposed to the elimination of the 2-1/2 story <br />construction. They claimed it would be a mistake to eliminate the so-called basement <br />apartments. The question of engineer supervision was also debated, also the con- <br />struction of garage to match the main structures. <br /> <br />The contractors expressed their appreciation of having been called in to discuss <br />the proposed changes. The chairman declared that this matter will be discussed <br />again at future meetings and he hoped that the contractors will attend these <br />meetings and'jointly with the Planning Commission eventually arrive to a much <br />improved Residential Classification for the Village. <br /> <br />The meeting was adjourned. <br /> <br />Respectfully submitted, <br /> <br />George A.
