<br />Regular Meeting Roseville Planning Commission <br />Wednesday, April 6, 1966 e 7:30 P.M. <br /> <br />Members present: L. Nelson, Remsburg, Anderson, Carpenter, Linebarger, Jim Nelson <br />and Membrezo <br /> <br />Also present: L. Odland, Engineer, Dahlgren, Village Planner. <br /> <br />On motion by Linebarger, seconded by Anderson, the minutes of the regular meeting <br />of March 2nd and the special meeting of March 16th were approved as submitted. <br />Roll Call, unanimous. <br /> <br />File 307e66 e Rezoning request from ReI to R-3 by Roberts Construction of the property <br />at 222 North McCarrons Boulevard. Mr. Da~bney representing the petitioner submitted <br />very elaborate plans for the construction of two buildings of three stories each, <br />containing 48 one bedroom units and 24 two bedroom units, with considerable space for <br />basement parkingo Elevators to be installed in each building to bring the tenants to their <br />respective floors. The rental of the units to be approximately $165 to $250. Mr. Roberts <br />stated that he would conform with the proposed ordinance to upgrade the construction of <br />apartment buildings. He also stated he would install underground pipes to handle the <br />surface water, a condition which is not at all satisfactory even under the present system, <br />he estimated the cost to be $15,000 for this installation. <br /> <br />A great number of residents representing the Lake McCarrons Improvement Association, <br />the PoToA. and even the Republican and D.F.Lo parties were opposed to this rezoning <br />request. The main objections were: <br /> <br />1. Additional traffic in North McCarrons Boulevard endangering the school <br />children attending the school across the street <br /> <br />2. Already too many apartment buildings in Precinct No.1. <br /> <br />3. Depreciating existing single residences within the area. <br /> <br />A petition of 514 names in opposition was handed out to the Planning Commission. After <br />due consideration, Linebarger moved, J. Nelson seconded, to recommend that the request <br />be denied. Roll Call: Ayes (6) e Nays (I), Membrez voting nay. <br /> <br />File 316e66 e Rezoning request from leI and ReI to Ie2 for Minnesota Transfer Railway, <br />property situated between County Road Ce2 and County Road D east of Highway 8. <br /> <br />Mr. Jensen, Engineer, and Mr. Bannon, General Manager of Minnesota Transfer, stated <br />they had no definite plans at this time for the exact use of the property but that it <br />would be similar to the operation already functioning very successfully at the northe <br />west corner of the Village. <br /> <br />There was opposition from the neighbors who claimed the Ie2 zoning is getting much <br />too close to single residences in the area. Dr. Jackson, Mr. Merrill, an attorney, <br />a Mr. Grunther spoke in opposition in the granting of this request. It was suggested <br />that a leI zoning may suffice in the area closer to the residences. It was finally <br />concluded that it would be best for Minnesota Transfer to meet with Mr. Dahlgren, <br />Village Planner, and try to make more satisfactory adjustments in the use of the <br />subject land, therefore, Linebarger moved, Anderson seconded, that the matter be laid <br />over to the next regular meeting on May 4th. Roll Call: unanimous. <br />
