<br />Regular Meeting e Roseville Planning Commission <br />Wednesday, May 4, 1966 - 7:30 P.M. <br /> <br />Members present: Linebarger, Remsburg, Anderson, Nelson, Carpenter, Pope and <br />Membrez. <br /> <br />On motion by Anderson, Seconded, by Carpenter, the minutes of the regular meeting <br />of April 6, the special meetings of April 18 and April 25, were approved as submitted <br />by a unanimous vote. <br /> <br />Subject File 316-66 - Rezoning request from R-l to 1-1 to 1-2 from Minnesota Transfer <br />of the property north of County Road C-2 and S.E. of new Highway 8. <br /> <br />Mr. Newcombe, attorney for Minnesota Transfer Railway, read a lengthy report giving <br />reasons why the request for the rezoning should be granted. He stated that they no <br />longer wish to zone the property to 1-2, after studying the matter they agreed I-I <br />would be adequate. Mr. Newcombe's report is on file at the Village Office. <br />Mr. Bannon, General Manager and Mr. Jenson, Engineer of Minnesota Transfer were also <br />present. <br /> <br />The opposition led by Dr. Robert Jackson, resident, and Richard Merrill, attorney, <br />could not agree that the property should be rezoned, the main reason was a loss of <br />value of the single residences within the area and the P.H.A.'s policy to refuse to <br />approve loans of homes located near the industria.! properties. Dr. Jackson made the <br />suggestion that Minnesot~ Transfer should establish a 200 foot buffer between single <br />residences and Industria~ zoning. <br /> <br />After due consideration Anderson moved, Carpenter seconded, that we recommend the <br />approval of the rezoning, except the parcel at the southwest corner, approximately <br />150' x 300' which is to remain R-l. Roll Call: unanimous. <br /> <br />Subject File 314-66 e Rezoning request from ReI to R-3 and approval of Residential <br />Development Plan submitted by O'Dell-Peterson Realtors for the <br />property on Cleveland Avenue, south of County Road D. <br /> <br />Mr. O'Dell submitted some sketches of the proposed apartment buildings to be constructed <br />on this site. He stated the buildings will contain 30 1 bedroom units and 42 <br />two bedroom units, the rental to be from $145.00 to $165.00. There were several <br />residents opposing this request and a petition of signatures was given to the Planning <br />Commission indicating they were all opposed to a change in zoning. The main objection <br />was a loss of value of the single residences and the health and safety of the children. <br /> <br />After due consideration, Anderson moved, Remsburg seconded, to lay the matter over to <br />the next regular meeting because of the many unsolved problems in the area, namely: <br /> <br />I. Drainage <br />2. Conformity to the proposed regulations in terms of density, parking accommodations <br />and the construction of tile garages. <br /> <br />Roll Call: unanimous. <br />
