Regular Meeting Roseville Planning Commission
Wednesday, October 4; 1967 - 7:30 P.M.

Members present:
Absent: Membrez.

Linebarger, Anderson, Carpenter, Nelson, Pope and Remsburg.
Also present: Dahlgren.

It was moved by Remsburg and seconded by Carpenter that we accept the minutes of
the meeting of September 6, 1967 as submitted. Roll Call: unanimous.

Subject File 402-67 - Carl Lipke, 1140 Transit Avenue - request for approval of
side yard variance.

Mr. Lipke stated that a letter was on file from Gordon R. Miller, owner of the
adjacent property to the east, stating that he does not object. Therefore, it
was moved by Remsburg and seconded by Carpenter that we recommend approval of a
4' side yard variance. Roll Call: unanimous.

Subject File 404-67 - Interchange at County Road C-2 and Snelling.

Mr. McCubrey and Mr. Osendorf of the Minnesota State Highway Department gave an
explanation of the handling of the traffic along Snelling from the intersection
of County Road C to the north Village limits. After considerable discussion
involving the residents to the west of County Road C-2 and Snelling; it was
moved by Pope and seconded by Nelson that we recommend that County Road C-2 be
designated as the interchange on Snelling. Roll Call: Ayes (5) - Nays (1) -
Linebarger opposing.

Subject File 400-67 - Roseville Funeral Home, Special Use Permit at Snelling and
County Road C-2.

Mr. Richard Gage presented the plans for the development to this property. It
would be 8,000 square feet, colonial in design with brick offset with white wood,
and have parking for 54 cars. Mr. Johnson stated that there would be about 30-40
funerals per year. The feeling of the people present seemed to be in favor of this
development. The Planning Commission members indicated that they felt that this
was a proper use as long as the State of Minnesota didn't need the property for the
interchange. It was then moved by Pope and seconded by Nelson that we adjourn the
hearing until our meeting of November I, 1967. Roll Call: unanimous.

Subject File 401-67 - Shakee Pizza, rezoning from B-2 to B-3 at Snelling and
County Road C-2

This building would have brick facing, plantings in the rear for screening, and
have parking for about 80 cars. The operation would be from 11:00 A.M. to 1:00 A.M.
the next morning. The commission felt that the B-3 classification would allow too many
other uses for this property and also felt that the difference between a juke box and
a piano and banjo player were not very great so Anderson moved and Pope seconded that
we recommend denial of this request. Roll Call: unanimous.

Then Nelson moved and Pope seconded that we recommend that the ordinance be amended
to allow "Restaurant with live entertainment" as a permitted use in the B-2 class-
ification. Roll Call: unanimous.

Subject File 265-66 - Angelo Carbone - request for change in development plan on site
west of Hamline, across from Oakcrest.

Mr. Carbone requested that we allow him to use a slate material for his mansered
facial instead of copper because of the price difference. The Commission felt that
the cost wasn't great enough to allow the change so it was moved by Pope and seconded
