Special Meeting Roseville Planning Commission
Wednesday, April 17, 1968 - 7:30 P.M.

Members present: Membrez, Anderson, Carpenter, Demos, Edlund and Remsburg.
Members absent: Pope
Also present: Grauel, Goldberg and Hawks.

The meeting was called to order by the Chairman at 7: 30 P. M.

~ect File 446-68 Dayton Development Corporation request for rezoning from
"'B'=1" to "B-IB" and from I-I to "B-lB" for the property north of Highway 36 between
Cleveland Avenue and Fairview Avenue.

Mr. Ralph Martinson of the Dayton Development Corporation presented a plan showing
how this area could be laid out. The plan showed 13 parcels of various sizes with
two supermarkets and drugs, theatre, two savings and loan, three restaurants, hardware
with variety and paint, etc., car wash and furniture store as suggested uses for the
area. It was stated that the construction would be going on while the Rosedale Center
was being built.

Mr. Bill Curtis read a letter dated ~1ay 28, 1957, that was addressed to the then
Mayor Kitts concerning the zoning around his property. He also stated that he had
opposed a rezoning for a furniture store on this property some time back. He was
against this rezoning because he didn't know what Dayton's were going to put in here.

A lady, whose name wasn't given, asked "How many of you would like the quality of
homes that are on Gluek Lane and then have supermarkets across from them?"

Mr. Hawks from Midwest Planning then described why the Village had set up this new
zone.

Mr. ~1acbey from Bruce Avenue then questioned the use of water for the air conditioning.

Ur. Smiley also opposed the rezoning.

Mr. Art Gluek then discussed the problems that would arise in lining up the tenants
for this property.

It was the feeling of the Commission that we had to put some faith in the Dayton Develop-
ment Corporation people to do the right thing in the development of the piece of
property. We also felt that the "Minimum Requirements" were fairly restrictive.

It was moved by Edlund and seconded by Carpenter that we recommend to the Council that
they approve this application for rezoning from "B-1" and "I-I" to "B-lB" as proposed
by ordinance prepared by the Planner and Planning Commission. Roll Call: unanimous.

Subject File~ 447-68 Dayton Development Corporation request for "Approval of Preliminary
t>lat" for the ~osedale Shopping Center at the northwest corner of Highway 36 and
Snelling Avenue.

Mr. Macbey wanted to know if this had anything to do with rezoning. It appeared that
he had no objections to the approval of the preliminary plat.

It was moved by Demos and seconded by Edlund that we recommend to the Council that
they approve the preliminary plat as submitted. Roll Call, unanimous.
