<br />Regular ~~eting - Roseville Planning Commission <br />Wednesday, April 2, 1969 - 7:30 P.M. <br /> <br />Members present: <br />Members absent: <br />Also present: <br /> <br />Membrez, Anderson, Carpenter, Demos, Edlund and Johnson <br />Pope <br />Dahlgren and Grauel <br /> <br />It was moved by Edlund and seconded by Carpenter that we accept the minutes <br />of the meeting of March 5, 1969 as submitted. Roll Call: unanimous. <br /> <br />Subject File 473-69 State of Minnesota Plans for Overpass at Victoria and 36 <br />(Access for trailer court and apartments) <br /> <br />Mr. Dahlgren presented the corrected plans of the Highway Department and after <br />discussion, <br /> <br />It was moved by Anderson and seconded by Edlund that we recommend to the Council <br />that they accept the plans of the Minnesota Highway Department dated April 2, <br />1969 as submitted. Roll Call: unanimous. <br /> <br />Subject File 498-69 Ben Freeman rezoning from R-1 to R-3 A - 485 West Larpenteur <br />(for apartment complex) <br /> <br />Mr. John Daubney stated that the property drops off to the rear and this easterly <br />portion is not suited for roads or buildings. Therefore, three buildings of 39, <br />45 and 60 units with 69 one bedroom and 75 two bedroom apartments would be placed <br />on the westerly portion of the 8.7 acres. There would be 144 underground garages <br />and 144 surface parking spaces. He stated that there would be an overage of <br />73,240 square feet and that they wo~ld be willing to dedicate this to the Recreation <br />Board of the Village if requested. jDrainage on the parking lot would be to the <br />south to Larpenteur and to the north and then to the east. He said this would not <br />change the present drainage pattern. Water and sanitary sewer are available on <br />Larpenteur. No storm sewer plan was available from the Public Works Director. <br />Mr. Daubney stated that they would grade to the east and seed grass. Mr. Freeman <br />at present owns apartments in Minneapolis and West St. Paul. <br /> <br />Mr. Mally Smith, 498 Glenwood, Mr. Jack Tschida, 512 Glenwood and Gene Ott, <br />516 Glenwood spoke on street on the east, peat bog not buildable except with <br />pilings, plans not to the Village Hall by 11:00 A.M. today, asked the question, <br />"How can the Planning Commission rule on this tonight?", the charge per unit, <br />will they rezone and thensell, will the new buyer build poor quality apartments, <br />no dedication of street on the west side and would they change the drainage pattern. <br />After discussion, <br /> <br />It was moved by Demos and seconded by Edlund that we lay this over until our <br />next meeting. Roll Call, unanimous. <br /> <br />Subject File 504-69 Lad Properties, Inc. special use permit and planned develop- <br />ment at northeast corner of County Road B and Dale Street (For apartment complex) <br /> <br />Mr. Robert Berger, Manager for Lad Properties said that they now do commercial <br />building besides residential. They have purchased the land from Mr. Nowicki. <br />They propose to build five buildings with 330 apartment units (48 one bedroom <br />and 18 two bedroom per building) and rent tllem for $185 to $250. They will <br />retain ownership of the complex. It will be call "The Palisades" and be valued <br />at 5 million dollars and produce a tax of $161,000.00 per year. It will be <br />completed in 1-1/4 to 1-1/2 years. They will have central air conditioning. <br />No grades will be over 6% on the private roads. Snow will be removed. They have <br />
