<br />ROSEVILLE PLANNING CO~~1ISSION MEETING <br />IlJednesday, December 2, 1970 <br /> <br />The December 2, 1970, meeting of the Rosevi1le Planning Commission was called to order by <br />Chairman Membrez at 7:30 P.M. <br /> <br />Members present: Kellett, Johnson, Demos, Pope, Eagles and Membrez. Edlund arrived at <br />7:35 P.M. . <br /> <br />Others present: <br /> <br />Councilman Albert Grauel, Public Works Director Sherman Goldberg, <br />Inspection Superintendent Ernie K1uegel, Midwest Planning representative <br />John Darling and Administrative Assistant Steve North <br /> <br />Mr. Johnson Moved and Mr. Pope Seconded, that the minutes of the meeting of November 4, <br />1970, be approved as presented. Roll Call, Ayes: Johnson, Demos, Pope and Membrez. <br />Nays: None. Abstention: Kellett and Eagles. <br /> <br />Planning File 592.70 . Coverdale rezoning from R.l to R.2 at 1760 North Ilamline Avenue <br /> <br />Discussion <br /> <br />Mr. Membrez indicated that this application had been laid over at the last Commission meet <br />until the ordinance could be revised to require a special use permit for construction of <br />duplexes and double bungelows. This revision is not yet prepared and Mr. Membrez suggestel <br />the matter be laid over until the next Planning Commission meeting. <br /> <br />Recommendation <br /> <br />~1r. Kellett Moved and Mrs.DellOs seconded, that the Coverdale request for rezoning from R. <br />to R.2 be laid over until the next regular meeting of the Planning Commission. Roll Call, <br />Ayes: Kellett, Johnson, Demos, Eagles and Membrez. Nays: Pope and Edlund. <br /> <br />Planning File 593.70 - Maurice Mandel, Inc. rezoning from R.I to R-3A and Special Use Perm: <br />at 210 South McCarrons Blvd. <br /> <br />Presentation <br />1 <br /> <br />~fr. Bernard Herman and Mr. Dick Cottle of Herman-Cottle Architects represented Mr. ~1aurice <br />Mandel. Mr. Ilerman indicated that the three main categories of individuals residing in <br />apartments are the young families with few children, older couples, and single people, mos' <br />of whom cannot afford to buy or retain a single family dwelling. Mr. Herman stated that <br />60 per cent of the residents within 250 feet of the proposed development signed a petition <br />indicating they had no objection to the project. The site is 5.1 acres and the proposed <br />three story, 78 unit building will cover 12 per cent of the total site area. Rents will be <br />$195 for one bedroom and $230 for two bedrooms. The developer proposes to maintain a drai] <br />age pond in the southwest corner of the property and asserts that the pond would greatly <br />reduce the amount of water drainage into McCarrons Lake. Mr. Herman presented a landscape <br />plan for the site and indicated that a strong effort was made to develop landscaping which <br />would enhance .~ blend with the neighborhood. The architects are of the opinion that the <br />traffic generated by the development will not create any problems that cannot be solved. <br />Mr. Herman referred to the previous committment made by the Planning Commission that no re< <br />zoning from R-l would occur between the present Roberts apartment complex and the south <br />shore of McCarrons Lake. He said that community's needs change and that it was his opinirn <br />that the site would be a logical extension for development of multiple family housin~o <br /> <br />In addition there was little chance the site would be developed for single familyfor the <br />following reasons:- <br />
